The Maryland Department of Health is issuing a Request for Information (RFI) under solicitation number BPM059220 to identify commercially available off-the-shelf (COTS) solutions for a centralized Laboratory Information Management System (LIMS) and Customer Relationship Management (CRM) application. The LIMS is intended to electronically manage test orders and results for healthcare providers and patients while improving the visualization of public health laboratory data. The CRM will serve as an internet-based platform for surveillance and follow-up activities across several infant screening programs, including Early Hearing Detection and Intervention, Birth Defects reporting, Newborn Metabolic screening, and Critical Congenital Heart Defects screening. The agency envisions a cloud-based, standards-aligned solution that reduces manual data entry through automated data capture and integrates demographic data from the Vital Statistics Administration. Key functional requirements include real-time adhoc reporting for EHDI 1-3-6 metrics and automated system alerts for abnormal specimens. Technical requirements specify alignment with the NIST cybersecurity framework and the use of system hardening guides such as CIS or STIG. This RFI is for market research purposes only and does not constitute a solicitation for bids; therefore, respondents are instructed to describe licensing and cost drivers without providing specific dollar amounts. Responses must be submitted to Procurement Officer Candace Poag by November 6, 2026.

The purpose of this RFI, which is not a solicitation to procure, is to gain familiarity with currently-marketed products and services for a centralized, state-of-the-art, customizable and commercially available off-the-shelf (COTS) Laboratory Information Management System (LIMS) and Customer Relationship Management (CRM) application. The LIMS will be able to electronically receive test orders and transmit test results that can be delivered electronically to healthcare providers and passed to patients. The LIMS will also increase MDH’s ability to visualize laboratory testing data used to support public health systems. The CRM will serve as an internet-based solution to fulfill surveillance and follow up activities of the Department’s infant screening follow up programs, including: Early Hearing Detection and Intervention, Birth Defects reporting, Newborn Metabolic (bloodspot) screening, Critical Congenital Heart Defects (CCHD) screening, and follow up of infants and children impacted by other public health priorities. This RFI contains preliminary information to serve as a platform to initiate discussion with the vendor community.
