Request for Information (RFI) for Program Management Support Services for the U.S Coast Guard Office of Specialized Capabilities (CG-721) Countering Weapons of Mass Destruction (CWMD/CBRN Programs)

The U.S. Coast Guard is conducting market research through a Request for Information (RFI) to identify qualified sources capable of providing on-site technical and program management support services to the Headquarters Office of Specialized Capabilities (CG-721) in support of its Countering Weapons of Mass Destruction (CWMD) and Chemical, Biological, Radiological, and Nuclear (CBRN) programs. This effort aims to enhance the Coast Guard’s capabilities in national security by improving program processes, doctrine, and mission execution related to WMD and CBRN threats. The contractor will be expected to deliver comprehensive administrative, analytical, and operational support, including managing working group meetings and conferences, developing briefings and graphics, researching and validating military standards and publications, maintaining a CBRN SharePoint repository, updating Unit Allowance Lists for equipment inventory, and supporting critical initiatives such as the revision of Surface Ship Survivability TTP 3-20.31 with the Navy, annual reviews of the GNDA Strategic Plan, and coordination with the Chemical Coordination Group and DOW Biosurveillance taskers. Additionally, the contractor will assist in transitioning the RAD Level II training course to the Special Mission Training Center and develop service life extension plans for radiation detection equipment. All work must be performed on-site at the USCG Headquarters in Washington, D.C., with key deliverables structured across potential Option Years in 2028 and 2029. The government retains ownership of all products and materials developed under this effort, and contractors must adhere to strict editorial standards, utilizing line-in and line-out or comment matrix procedures for document reviews. The government provides a two-week window for feedback, after which contractors must incorporate revisions and submit final drafts within 45 days. Responses to this RFI are due by June 15, 2026, and must be submitted in Adobe or MS Word format, limited to ten pages, and emailed to designated points of contact without including proprietary, classified, or sensitive information.
