N0016422SNB96 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT - - FSC 8040 - NAICS 325211 Issue Date: 05 Oct 2021 - Closing Date: 22 Oct 2021 - 2:00 PM EST In accordance with Department of Defense FAR Supplement (DFARS) Procedures, Guidance, and Information (PGI) 206.302-1, the Government is issuing this RFI/sources sought announcement as part of market research for a Composite Material to support AN/ALQ-99 Tactical Jamming Systems Radomes and AN/ALQ-240 Electronic Support Measure System Radomes. The requirement consists of the following items: Material Safety Data Sheet (MSDS) TI945 P/N 52220436 BTCy- lA/4581 AQIII, 286 gsm, 38% RC, 38", Resin Content Pre-Preg Adhesive, quantity 300 yards. MSDS T2077 P/N 33320411 EX-1543, 0.030 psf, NWPE 12", Toughened Cyanate Ester Film Adhesive, Non-Woven, Polyester supported quantity 500 sq. ft. MSDS T2077 P/N 33325018 EX-1543, 0.060 psf, NWPE 12", Toughened Cyanate Ester Film Adhesive, Non-Woven, Polyester supported quantity 500 sq. ft. MSDS T1945 P/N 52220847 BTCy-lA/4503 AQIII, 112 gsm, 38% RC, 38", OSI Resin Content Pre-Preg Adhesive, quantity 100 yards. MSDS T2078 P/N 52220678 BTCy- l/4581 AQIII, 286 gsm, 38% RC, 38", Resin Content Pre-Preg Adhesive, quantity 100 yards. Dry Ice and Dry Ice Temperature Recorders are also required for each shipment included in the price of the items. Naval Surface Warfare Center, Crane Division located at Naval Support Activity, Crane, IN intends to award a sole source contract to Toray Advanced Composites USA Inc. This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is restricted proprietary technical data rights, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. In accordance with Department of Defense FAR Supplement (DFARS) Procedures, Guidance, and Information (PGI) 206.302-1, the Government is accepting information from companies potentially capable of meeting the requirements as described above. The Government is seeking companies with the capabilities and facilities to provide Composite Material to support AN/ALQ-99 Tactical Jamming Systems Radomes and AN/ALQ-240 Electronic Support Measure System Radomes or performance on other Government contracts with similar efforts. Responses should include availability, budgetary cost estimate, and lead time of the solution, as well as, whether a demonstration unit can be provided to expedite the decision making process. All interested parties are encouraged to submit company and product literature, a white paper no longer than 5 pages, and/or other pertinent information, such as a description with performance parameters and a statement of current availability, summary of prior testing, test reports, a budgetary estimate of test articles, production units, production quantity breaks, mitigate the reason why the Government should not procure this effort on a sole source basis as stated above, and /or identify other Government contracts with similar efforts for the Government(s) consideration.
