N0016419SNB26 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT - RADIATION TEST EQUIPMENT - FLASH X-RAY AND PULSED HIGH DOSE-RATE GAMMA IRRADIATION FACILITIES - FSC 6635 - NAICS 334517 Issue Date: 21 NOV 2018 - Closing Date: 03 DEC 2018 - 10:00 AM EDT REQUEST FOR INFORMATION (RFI) - The Government is issuing this RFI/Sources Sought Notice as part of market research for two prompt dose rate nuclear radiation environment simulators at the Naval Surface Warfare Center, Crane Division, (NSWC Crane) located at Naval Support Activity (NSA), Crane, Indiana. This RFI/Sources Sought Notice is for the purpose of determining industry sources capable of producing these systems. NSWC Crane currently operates an electron linear accelerator (LINAC) to perform high dose-rate testing; however, there is interest in supplemental capability that will contain modern components, such as solid state electronics, to be capable of performing radiation effects testing long into the future. The plan involves two phases: (1) a production-level machine for current operations and; (2) a novel irradiator capable of higher dose rates and shorter pulse widths. The first, called a Flash X-Ray (FXR) is used at many other facilities to understand piece part-, assembly-, and system-level ionizing dose survivability. It is intended that this device, which has a high technology readiness level (TRL), will be the main capability of NSWC Crane's radiation testing group in the near future. However, there is interest from the strategic community to reach higher ionizing dose-rates at shorter pulse widths. It is for this reason that NSWC Crane is interested in reaching these expanded requirement sets via the second phase. For the first phase, the FXR should be capable of installation in a room that is 44 feet long by 12 feet wide by 9 feet tall with access for maintenance. FXR control computers with installed control software should be included. The software should be able to control and monitor all FXR systems. In addition to the FXR control software, a user room computer, able to monitor beam outputs and request beam characteristics modifications, should be provided. Safe operation of the FXR is paramount, so a shielding plan must be developed and executed using modular, mobile blocks and be compliant with local building codes, safety, and facility requirements. Once it has been approved by the appropriate Navy Radiation Safety Office (RSO) personnel, this plan must be implemented along with providing all necessary environmental monitoring data validating the efficacy of the shielding plan. Appropriate training and necessary operation and maintenance manuals must be provided to the end user, as well. For the second phase, a next-generation irradiator is desired. Like the FXR, it must be capable of installation in a room that is 44 feet long by 12 feet wide by 9 feet tall with access for maintenance. The control computers with installed control software should be included. The software should be able to control and monitor all systems. In addition to the control software, a user room computer, able to monitor beam outputs and request beam characteristics modifications, should be provided. All required shielding plans and documentation must also be developed and executed in compliance with local building codes, safety, and facility requirements. Appropriate training and necessary operation and maintenance manuals should be provided to the end user, as well. Finally, it is expected that this facility will be used for many years, so regular maintenance will be required to ensure safe, reliable operation. Aspects of this maintenance may include, but is not limited to: - Preventative actions, such as oil cycling/replacement and vacuum seal replacement; - Acute issue resolution, such as replacement of faulty circuit card assemblies; and - "Future-proofing" activities, such as control computer refreshes to new technology. All interested parties may submit company and product literature, a white paper no longer than 20 pages, and/or other pertinent information, such as a description with performance parameters, production history, estimated completion schedule with projected risks identified, a statement of current availability, summary of prior experience, test reports, draft Statement of work, and a budgetary estimate. The Government may contact RFI respondents to get clarification on the information submitted. The Government does not anticipate providing any formal responses to comments/questions received, but may utilize this information to improve planning and documentation efforts. Responses to this market survey shall include the following: Submitter's Name Street Address, City, State, Zip Code Business Size and CAGE Code POC Telephone Announcement Number: N0016419SNB26 Responders must be properly registered in the Government's System for Award Management (SAM) database.
