N0016422SNB16 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT (SS) - Sustainment, Maintenance, Upgrades & Technology Enhancement Requirements - Pacer Test Cellular Systems - FSC/PSC Z1BG - NAICS 334220 ISSUE DATE: 16 NOVEMBER 2021 CLOSING DATE: 30 NOVEMBER 2021 NOTE: THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS AN RFI/SS ONLY. This RFI/SS is for planning and informational purposes only and shall NOT be considered as a Request For Proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. The Government will NOT be responsible for any costs incurred in responding to this RFI/SS or furnishing the requested information. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of a contractor's submission of responses to this RFI/SS or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI/SS. No contract will be awarded from this announcement. Pursuant to Federal Acquisition Regulations (FAR) 15.201(e), responses to this RFI/SS are not offers and cannot be accepted by the Government to form a binding contract. The information provided in this RFI/SS is subject to change and is not binding on the Government. In accordance with Department of Defense FAR Supplement (DFARS) Procedures, Guidance, and Information (PGI) 206.302-1, the Government is accepting information from companies potentially capable of meeting the requirements as described within this RFI/SS. This is not an item development announcement. Any duplication of costs for item development including hardware, Government testing and validation will not be reimbursed by the Government. This RFI/SS is issued by Naval Surface Warfare Center, Crane Division (NSWC-CR), located in Crane, IN. NSWC-CR is seeking sources to provide maintenance, upgrades, repairs, training, on-site visits, and test support services for existing cell systems located at Lake Glendora Test Facility (LGTF) and NSWC-CR. NSWC-CR intends to award a Sole Source, Indefinite-Delivery, Indefinite-Quantity (IDIQ) five year contract to G3 Technologies Inc., 10280 Old Columbia Rd, Columbia, MD, 21046 in support of the Pacer Test Cellular Systems. This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of sufficient technical data, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. The applicable NAICS code for this requirement is 334220. The Product Service Code (PSC) is Z1BG - Maintenance Of Electronic And Communications Facilities. Other PSC that may apply to the tasking include 5805 - Telephone and Telegraph Equipment and R425 - Support - Professional: Engineering/Technical. NSWC-CR, Expeditionary Electronic Warfare Systems Division (EEWSD) is responsible for performing Electronic Warfare (EW) activities for the U.S Navy, U.S Army, Foreign Military Sales (FMS) customers as well as other Department of Defense organizations. EEWSD requires continued support for two (2) existing cell systems, one located at Lake Glendora Test Facility (LGTF) and one located at Naval Surface Warfare Center Crane's Wireless Infrastructure Test System (WITS) lab. Services associated with this requirement are currently being procured under Firm Fixed Price (FFP), under contract N0016417DWQ71. The Government is seeking information from companies mitigating the sole source basis listed above. The Government is seeking companies with the capabilities and facilities to provide Sustainment, Maintenance, Upgrades & Technology Enhancement Requirements as required in support of the Pacer Cellular Testing Systems. Anticipated Period of Performance will be FY22-FY26. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract action based upon responses to this RFI/Sources Sought is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses: Respondents should submit responses in electronic format either Microsoft Office 2007 or later compatible and/or Adobe 8.0 or later compatible formats. Include statements that demonstrate the type of work the company has performed in the past in support of the same or similar requirements Include statements that demonstrate specific technical skills your company possesses which ensure capability to perform the requirement Include the business size status of the prime and all anticipated team members. Respondents should address which work can be performed themselves and which portions of the work would need to be subcontracted out to other companies. The contemplated percentages for organic/subcontracted resources for each task shall also be provided. Respondents shall make note of any potential Organizational Conflict of Interest issues that might arise from combining any of the required Tasks. Proprietary information, if any, must be clearly marked. To aid the Government in its review and evaluation, please segregate proprietary information. Respondents shall mark all proposal documents as CUI in accordance with IAW NIST SP 800-171. Classified material SHALL NOT be submitted. Include other pertinent information, such as a description with performance parameters and a statement of current availability, and/or mitigate the reason why the Government should not procure this effort on a sole source basis as stated above. ALL questions/requests for clarifications shall be submitted via email to Jared Myers (jared.s.myers@navy.mil). Please be advised that all submissions become Government property and will not be returned. At the current time, no funding is available for contractual efforts. This RFI/sources sought does not constitute an Invitation for Bids, a Request for Quote, or a Request for Proposal and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract.
