Background: The Fast Response Cutter (FRC)/SENTINEL Class Phase I contract was awarded in September 2008 to Bollinger Shipyards Incorporated for a lead ship and up to 33 additional hulls. The U.S. Coast Guard is currently conducting market research for the FRC/SENTINEL Class re-procurement. The FRC/SENTINEL Class Phase II acquisition will complete the fleet of 58 cutters by acquiring additional hulls. Objective: The U.S. Coast Guard invites U.S. shipyards to participate in one-on-one meetings with the FRC Project Manager and staff (FAR 15.201(c)(4)). At this time, the U.S. Coast Guard is interested in meeting only with U.S. shipyards that have the organic capability to design and construct cutters of the FRC's complexity as described in the U.S. Coast Guard's 2007 Request for Proposal (RFP): (http://www.uscg.mil/acquisition/sentinel/pdf/frcbrfp.pdf). These meetings will be held in the Washington, DC area and are tentatively planned to begin on October 11, 2011. The U.S. Coast Guard will brief all potential offerors on the current status of the reprocurement, to include the FRC's existing operational requirements and the potential acquisition strategies under consideration for the Phase II reprocurement. Responses to the RFI U.S shipyards that meet the above criteria that would like to participate in a one-on-one meeting with the U.S. Coast Guard should indicate their interest and primary point of contact by emailing the Contracting Officer, Mr. Carl McGill, at Carl.E.Mcgill@uscg.mil with information copies to Kelley Cox, at Kelley.A.Cox@uscg.mil and Margaret Costa at Margaret.J.Costa@uscg.mil. All meeting requests must be received by 4:00PM EST on September 21, 2011. Email responses shall include the name, email address, and telephone number of a primary point of contact. Responses received after 4:00PM EST on September 21, 2011 may not be considered. Disclaimer This RFI is issued for information and planning purposes only and does not constitute a solicitation. Submission of a response to this notice is entirely voluntary. The voluntary submission of a response shall not obligate the USCG to pay or entitle the submitter thereof to claim any direct or indirect costs or charges or any other remuneration whatsoever (FAR 15.202(e)). USCG - Response Boat, Small Third Generation (RB-S III)
Solicitation # USCG-RB-S-III-2026
The United States Coast Guard is seeking a contractor to design, build, test, and deliver the Response Boat, Small Third Generation (RB-S III) to replace the aging 29-foot RB-S II fleet. This small business set-aside acquisition involves the procurement of up to 400 boats for the USCG and 100 modified variants for other federal agencies. The contractor will be responsible for providing the vessels, trailers, full logistics and supply support, technical documentation, and configuration management. The RB-S III is intended for diverse missions, including search and rescue, migrant interdiction, and law enforcement. The government intends to award up to four Indefinite Delivery, Indefinite Quantity (IDIQ) contracts with a ten-year ordering period, consisting of a five-year base and a five-year option. The acquisition follows a two-phase methodology: Phase I involves the award of the IDIQ contracts based on technical and conceptual designs, and Phase II requires each awardee to build a demonstration vessel for an in-water evaluation. Ultimately, one contractor will be selected for the remaining production orders. The contracts will utilize Firm-Fixed-Price and Fixed-Price with Economic Price Adjustment line items. Solicitation is expected by the end of Fiscal Year 2026, with awards anticipated in the second quarter of Fiscal Year 2027.
