Aviation Research BAA 2025
Solicitation # 692M15-25-R-00004
The Aviation Research BAA 2025, solicitation number 692M15-25-R-00004, is a long-term initiative sponsored by the Federal Aviation Administration (FAA) to support basic and applied research at the William J. Hughes Technical Center for Advanced Aerospace. Valid from December 5, 2024, through December 4, 2034, this Broad Agency Announcement seeks to advance the state-of-the-art in aerospace safety and efficiency across five primary program branches: Airport Technology R&D, Software and Systems, Structures and Propulsion, Separation Standards Analysis, and Fire Safety. The FAA encourages submissions from a diverse range of offerors, including academia, industry, and small businesses, to address evolving air transportation challenges. The solicitation utilizes a phased submission process where interested parties first submit brief white papers for specific Topics of Interest. If a white paper is deemed meritorious, the FAA may request a formal proposal consisting of a technical volume and a price/cost volume. Awards are made bilaterally based on a favorable feasibility assessment, with cost analyzed for reasonableness and realism rather than being a rated factor. While funding varies by project, rough order of magnitude estimates range from $100,000 to $1.2 million per award, with many projects anticipated to be funded annually for a period of 12 to 36 months. All offerors must maintain active registration in the System for Award Management (SAM) to be eligible for award.

BEYOND Phase 2
Solicitation # 697DCK-26-R-00423
Screening Information Request 697DCK-26-R-00423 is a competitive selection process for the Federal Aviation Administration's BEYOND Phase 2 program, managed by the Unmanned Aircraft Systems and Advanced Air Mobility Integration Office. This initiative seeks to award up to eight Other Transaction Agreements (OTAs) to State, Local, Tribal, or Territorial governments to advance Unmanned Aircraft Systems integration, specifically focusing on operations that are bigger, higher, and farther. The program is organized around four programmatic focus areas: infrastructure, scalability, safety, and automation, while addressing operational challenges such as public safety, controlled airspace, remote and rural areas, on-airport operations, and cross-border activities. This selection process is not a standard procurement and does not provide FAA funding, as each party is responsible for its own costs. The period of performance for awarded OTAs begins on the date of award and terminates on September 30, 2028. To be eligible, offerors must maintain an active registration in the System for Award Management (SAM). Proposals are evaluated based on applicant eligibility and a confidence rating of the Technical Submission Package, which assesses the specificity of goals, alignment with FAA priorities, and the use of SMART methodology. Following several amendments, the final proposal submission deadline is October 23, 2026, at 3:00 pm ET.

NSF Ecosystem for Low-dimensional Electronics: Growth, Assembly, Nanoelectronics, and Translation (NSF ELEGANT)
Solicitation # NSF-OTASO-FY26-ELEGANT
The National Science Foundation's ELEGANT program is a translational initiative designed to move low-dimensional semiconductor technologies, such as 2D materials and 1D nanotubes, from laboratory settings into industrially viable platforms. The program aims to enhance U.S. leadership in advanced microelectronics to support artificial intelligence, high-performance computing, and national security. This effort is structured as an Other Transaction Agreement (OTA), meaning it is not a traditional FAR procurement contract. The program seeks an Ecosystem Coordinator and Expert Performer Teams to execute five specific translation themes: Manufacturable Materials Platform, Process Technology and Process Design Kit, Device, Circuit and Full-Chip Demonstration, Manufacturing Readiness and Transition, and AI-Enabled Acceleration. The total anticipated funding for the six-year period of performance is up to 150 million dollars, with specific allocations ranging from 6 million to 43 million dollars across the various themes and the coordinator role. Performance is outcome-based and measured by industry-adoptable Translational Endpoints, utilizing a phase-based Go/No-Go milestone system to validate technical quality and manufacturing readiness. Key requirements include the use of domestic fabrication and testing infrastructure, with the majority of work performed in the United States. Proposals are due by December 18, 2026, and will be evaluated on a highest merit basis, focusing on translational credibility, technical experience, and the realism of execution plans.

INTRODUCTION The Rapid Capabilities and Critical Technologies Office (RCCTO) is seeking sources and information to identify the cost and ability to support the integration of hybrid electric capabilities on a base M1126 Stryker DVHA1 variant. A Stryker Hybrid Electric Vehicle should: Increase automotive performance (fuel efficiency, acceleration, top speed, power generation, and power storage capability) beyond the current non-hybrid baseline variant at its respective gross vehicle weight (GVW), with allowances for battery placement and without compromising crew compartment space. Conduct battery only silent watch and silent mobility beyond non-hybrid baseline performance specifications. Generate, store, and distribute power to external assets. Power architecture will supply electrical power in multiple variations to include 12VDC, 28VDC, High Voltage DC, 110VAC and 220VAC to support current and high demand energy systems. Incorporate anti-idle technology and the associated optimized heating and cooling systems to reduce fuel consumption to the maximum extent possible without degrading operations or functionality while vehicle is stationary. Maximize the use of commercially available components. This is a Request for Information (RFI).
