The National Science Foundation's ELEGANT program is a translational initiative designed to move low-dimensional semiconductor technologies, such as 2D materials and 1D nanotubes, from laboratory settings into industrially viable platforms. The program aims to enhance U.S. leadership in advanced microelectronics to support artificial intelligence, high-performance computing, and national security. This effort is structured as an Other Transaction Agreement (OTA), meaning it is not a traditional FAR procurement contract. The program seeks an Ecosystem Coordinator and Expert Performer Teams to execute five specific translation themes: Manufacturable Materials Platform, Process Technology and Process Design Kit, Device, Circuit and Full-Chip Demonstration, Manufacturing Readiness and Transition, and AI-Enabled Acceleration. The total anticipated funding for the six-year period of performance is up to 150 million dollars, with specific allocations ranging from 6 million to 43 million dollars across the various themes and the coordinator role. Performance is outcome-based and measured by industry-adoptable Translational Endpoints, utilizing a phase-based Go/No-Go milestone system to validate technical quality and manufacturing readiness. Key requirements include the use of domestic fabrication and testing infrastructure, with the majority of work performed in the United States. Proposals are due by December 18, 2026, and will be evaluated on a highest merit basis, focusing on translational credibility, technical experience, and the realism of execution plans.

The program aims to address challenges in Unmanned Aircraft Systems integration, specifically focusing on bigger, higher, and farther operations. The FAA intends to award up to eight Other Transaction Agreements (OTAs) to State, Local, Tribal, or Territorial governments. This process is not a standard procurement contract and provides no FAA funding, meaning each party is responsible for its own costs. The period of performance for awarded OTAs begins on the date of award and terminates on September 30, 2028. The program is structured around four programmatic focus areas: infrastructure, scalability, safety, and automation, as well as five operational focus areas including public safety, controlled airspace, remote rural areas, on-airport operations, and cross-border operations. Selection is based on a two-step evaluation consisting of a pass/fail eligibility check and a holistic technical evaluation of the Technical Submission Package. Key evaluation factors include plan specificity, partnership clarity, innovation, and alignment with FAA priority and mission. Eligible offerors must maintain active registration in the System for Award Management (SAM) and include their Unique Entity Identifier in their proposal. Proposals must be submitted as a single PDF file not exceeding 26 pages. Following two amendments, the final proposal due date has been extended to October 9, 2026, at 3:00 pm ET. Submissions must be sent via email to the designated Contracting Officer and Contract Specialist.
