On March 5, 2012, the Naval Air Systems Command (NAVAIR) issued a Request for Information (RFI) to gather non-proprietary input from industry on alternative solutions to the current Chief of Naval Air Training (CNATRA) advanced rotary wing training system. This market research effort aims to identify innovative, cost-effective improvements to the TH-57 Training Pipeline, seeking long-term enhancements to training methods while reducing overall costs. Industry participation is encouraged to share ideas and perspectives, with an anticipated industry day scheduled for mid-2013 to further discuss these alternatives. This RFI does not conflict with the ongoing Request for Proposal (RFP) related to the Contractor Logistics Support for the existing TH-57 helicopter fleet and any related procurement actions will be announced separately. The solicitation, identified as TH57RFI and posted on October 19, 2012, is managed by NAVAIR under the Department of Defense, with coordination based in Patuxent River, Maryland. Interested parties can direct inquiries to the designated contract specialists, Amanda Jones and Martha Scott, and follow updates on FedBizOpps.

On 5 March 2012, Naval Air Systems Command (NAVAIR) released a market research Request For Information (RFI) soliciting non-proprietary information from industry on potential alternative solutions to the existing Chief of Naval Air Training (CNATRA) advanced rotary wing training pipeline. This was a market research effort to assist NAVAIR in exploring alternatives to the existing training construct to provide better long term training at a lower cost. NAVAIR thanks those industry partners who responded to the RFI with their views on long term training alternatives. It is anticipated that an industry day on this topic will be held in mid 2013. Please monitor FedBizOpps for further details as they become available. [NOTE: As stated in the 5 March 2012 RFI, this market research effort does not conflict with the Request for Proposal (RFP) (N00019-10-R-0097) for the follow-on Contractor Logistics Support (CLS) contract in support of the existing fleet of TH-57 helicopters. Any procurement associated with this RFI topic will be synopsized separately on FedBizOpps.]

Solicitation 70Z03827QL0000005 is a request for quotations for deposit-level paint services to support HC-144 aircraft and other USCG airframes. The Department of Homeland Security, through the Aviation Logistics Center, seeks an FAA certified 145 center with onsite de-paint and paint facilities to perform scuffing, sanding, de-painting, and external painting. The resulting award will be a Firm Fixed Price Indefinite Delivery requirements contract consisting of a one-year base period and four one-year option periods, with a total duration not to exceed five years. The place of performance and inspection/acceptance will occur at the contractor's site, with USCG personnel conducting final visual inspections based on specific quality standards for gloss, thickness, and surface inclusions. Proposals will be evaluated based on best value, with non-price factors—including technical acceptability, past performance, and delivery schedules—carrying more weight than price. To be eligible for award, offerors must achieve a Superior or Satisfactory rating in past performance and delivery. Critical delivery timelines include completing the de-paint process within 10 calendar days, the paint process within 17 calendar days, and the full scuff/sand/paint cycle within 24 calendar days of aircraft receipt.
