REQUEST FOR LEASE PROPOSALS FOR OFFICE SPACE IN CHARLESTON COUNTY FOR THE SOUTH CAROLINA DEPARTMENT OF INSURANCE

The South Carolina Department of Administration, Real Property Services, is soliciting proposals for approximately 1,550 rentable square feet of office space in Charleston County for the South Carolina Department of Insurance. The state is seeking a gross lease that includes all operating expenses, such as utilities, janitorial services, and maintenance, with a target occupancy date of September 1, 2027. Proposers must provide rates for lease terms of one, three, or five years. The required space must include specific layouts such as private offices, a reception area, a conference room, a work room, a copy/supply room, and a beverage alcove. Technical requirements include CAT-6 certified cabling with landlord-provided terminations, fiber optic network access, and VOIP support. Additionally, the landlord is responsible for all costs associated with ensuring the space meets American Disabilities Act standards and providing a paved, lighted parking lot. Proposals must be submitted using form FMPS-202E and include a proposed floor plan, with square footage calculated according to the ANSI/BOMA-Z65.1-1996 standard. To be eligible, property owners or agents must have submitted form FMPS-202C acknowledging specific South Carolina Code of Laws and Regulations. Proposals are due by 4:00 PM on November 20, 2026, and should be submitted via mail or email to Real Property Services. Award decisions will be based on cost analysis, responsiveness to requirements, and space efficiency. Proposals may be disqualified if they use non-standard lease forms, include operating expense pass-throughs above the rent rate, or require reimbursement of tenant improvement costs upon early termination.
