REQUEST FOR LEASE PROPOSALS FOR WAREHOUSE SPACE IN CHARLESTON COUNTY FOR THE SOUTH CAROLINA COLLEGE OF CHARLESTON

The State of South Carolina, through the Department of Administration’s Real Property Services, is soliciting lease proposals for approximately 44,000 rentable square feet of warehouse and administrative space in Charleston County to be used by the College of Charleston, with a preference for up to 50,000 square feet. The facility must include a 38,000-square-foot warehouse with 10,000 square feet of climate-controlled storage, along with dedicated administrative areas such as two private offices, a reception, a break room, a LAN room, janitorial and storage spaces, and indoor parking for forklifts, power jacks, and pallet jacks. The space must feature 18 feet of unobstructed vertical clearance, a smooth and load-bearing floor, four to five 4-foot-high loading docks with shelters, 15 paved and lighted parking spaces, CAT-6 certified cabling, fiber optic internet readiness, 24/7 secure tenant access via card systems, and full ADA compliance. All infrastructure including HVAC, electrical, plumbing, lighting, and security systems must be maintained by the landlord under a gross lease structure, covering all operating expenses such as utilities, insurance, maintenance, and property taxes, with no pass-through costs to the tenant. Proposals must adhere to the Standard State Lease Form and be submitted using the FMPS-202E form, accompanied by a completed FMPS-202C eligibility form, a proposed floor plan, and accurate square footage calculations compliant with ANSI/BOMA Z65.1-1996 standards. Bidders are required to provide rental rates for 3-, 5-, 7-, and 10-year lease terms and must indicate an option to expand to 50,000 square feet. Evaluation will focus on responsiveness to requirements, space efficiency, and cost, with a trade-off approach allowing for consideration of both technical merit and financial terms. All communication must be directed exclusively through Real Property Services; direct contact with the College of Charleston will result in disqualification. Proposals are due by July 17, 2026, and the expected occupancy date is no later than December 1, 2027. No federal accounting codes, invoicing systems, packaging standards, or CAGE/UEI requirements are specified, and socioeconomic or small business status is not a factor in award.
