1. PROJECT OVERVIEW Downtown Hazleton Alliance for Progress (DHAP) “Owner” is soliciting proposals from qualified contractors to perform the complete demolition and site restoration of an existing brick church structure located at 133 W. Green Street, Hazleton, Pennsylvania 18201. The building was structurally damaged by a fire in July of 2025 and has since been condemned by Hazleton City officials. The project includes full demolition of the structure, removal and disposal of all debris from site, including the proper removal of asbestos, removal of oil storage containers in the basement, disposal of contaminated soils, and full site stabilization to allow for future development of the property. The Contractor shall provide all labor, materials, equipment, permits, supervision, and coordination required to complete the work in a safe, compliant, and professional manner.
2. FUNDING SOURCE This project is being financed through a grant from the Commonwealth of Pennsylvania, Department of Community and Economic Development (DCED). Contractors shall comply with all applicable federal, state and local laws, regulations, and grant requirements associate with the funding source. The contractor shall comply with all applicable Pennsylvania labor laws and requirements pursuant to Article V(b)(11), including but not limited to: • Pennsylvania Prevailing Wage Act • Pennsylvania Construction Industry Employee Verification Act • Pennsylvania Minimum Wage Act • Pennsylvania Equal Pay Law • Pennsylvania Wage Payment and Collection Law • Pennsylvania Apprenticeship and Training Act The Contractor shall be responsible for ensuring compliance by all subcontractors performing work on the project. Certified payrolls, workforce documentation, and other compliance records shall be provided upon request. Failure to comply with applicable labor laws may result in withholding of payment, contract termination or other remedies available to the Owner. PROJECT SIGN: A project sign must be posted onsite during all activity stating “This project was financed by a grant from the Commonwealth of Pennsylvania, Department of Community and Economic Development”
3. SCOPE OF WORK 3.1 Pre-Demolition Activities • Site investigation and verification of existing conditions • Review of all environmental reports • Obtain all permits and approvals including the DEP 10 day notice for asbestos removal • Prepare and submit: o Site-Specific Health & Safety Plan (HASP) o Demolition Plan o Waste Management Plan 3.2 Hazardous Materials Abatement • Identification and removal of asbestos-containing materials (ACMs) in accordance with EPA, OSHA, DEP and state regulations • Air monitoring and clearance testing with DEP approved asbestos inspector present Basement Conditions: • Removal of oil storage containers, including: o Draining and proper disposal of tanks and oil o Assessment of potential soil contamination o Remediation if contamination is identified 3.3 Structural Demolition • Complete demolition of church structure including foundations • Removal of all interior and exterior elements • Dust, vibration, and noise control 3.4 Waste Removal • Segregation of hazardous materials as determined by Certified Asbestos Contractor and disposal of materials properly • Transportation and disposal at licensed facilities • Provision of all manifests and disposal documentation 3.5 Site Restoration • Backfill and compaction with suitable materials only • Rough grading • Full site stabilization • Clean and safe condition suitable for future development
4. PERIMETER PROTECTION AND SITE SECURITY The Contractor shall: • Install secure perimeter fencing around the entire site prior to mobilization • Maintain fencing for the duration of the project • Provide controlled site access • Install appropriate safety signage
5. ADJACENT PROPERTY PROTECTION – HAZLETON LIBRARY The Contractor shall protect the adjacent Hazleton Library and nearby properties by: • Conducting pre-construction condition surveys (photo/video) • Implementing vibration monitoring • Utilizing dust suppression methods • Providing temporary structural protection if required • Promptly addressing and repairing any damage
6. REQUIRED COORDINATION The Contractor shall: • Coordinate with the City of Hazleton for permits and inspections • Coordinate with all utility providers for disconnects and protections • Verify all utilities are safely terminated prior to demolition • Maintain ongoing communication with municipal authorities • Coordination with Certified Asbestos Contractor, hired by Owner
7. BONDING REQUIREMENTS • Performance Bond: 100% of contract value
8. INSURANCE REQUIREMENTS Minimum coverage, including all subcontractors: • General Liability: $2M per occurrence / $4M aggregate • Umbrella Liability: $10M • Workers’ Compensation: Statutory • Employer’s Liability: $1M • Auto Liability: $1M • Pollution Liability: $5M (must include asbestos coverage) DHAP shall be named as Additional Insured.
9. CONTRACTOR QUALIFICATIONS Contractor must demonstrate: • Experience with demolition of masonry/church structures • Proven asbestos abatement experience • Proper licensing • Strong safety record (EMR, OSHA logs) • References for similar projects
10. PROJECT SCHEDULE Provide detailed schedule including: • Mobilization • Abatement • Demolition • Site restoration
11.
