Request for Proposal -Development Services Engineering On-Call Material Testing Services

The City of Roseville is soliciting proposals for on-call material testing services to support infrastructure improvements within city right-of-ways and easements. The scope includes testing for various project types, such as capital improvement projects, major arterial roadways, and public or private subdivisions, with a primary focus on asphalt concrete, portland cement concrete, and local soils. The selected consultant must utilize a Caltrans certified laboratory and adhere to the latest City Design and Construction Standards as well as Caltrans Standard Specifications. The contract is structured as an 18-month master agreement with four optional one-year renewals, with specific work authorized through individual task agreements. Proposals are due by September 3, 2026, and will be evaluated based on the firm's experience and qualifications, the proposed services plan, familiarity with regulatory procedures, and cost. Key performance requirements include daily sampling for roadway resurfacing, results delivery within 24 hours of sampling, and specimen storage for at least three months. For federally funded projects, consultants must comply with 49 CFR 26 and meet Disadvantaged Business Enterprise goals. The selected contractor will operate as an independent contractor, adhering to California prevailing wage laws and providing monthly project-specific invoices. Award will be made to the responsible proposer determined to be most advantageous to the City through a competitive negotiation process.
