Request for Proposal for Facility Projects Construction Manager at Risk

The Buford City School System is seeking a professional Construction Manager at Risk (CM@Risk) for two specific facility projects: the Buford Senior Academy Roof/HVAC Replacement and the Buford High School CTE Building. The selected manager will be responsible for the entire project lifecycle, including pre-construction activities such as project planning, design evaluation, and trade contract bidding, as well as full on-site construction management until occupancy is achieved. The contract requires the CM to provide a Guaranteed Maximum Price (GMP) and a Guaranteed Delivery Date (GDD), with performance and payment bonds totaling 100 percent of the GMP. Proposals are due by 12:00 PM on October 26, 2026, and must be submitted as three physical copies in sealed packages to Tommy Lingerfelt. The award will be determined through a competitive negotiation process based on weighted evaluation factors, including the proposer's capability, previous record on school projects, recent project similarity, and claims history. Up to three qualified firms may be invited for interviews and oral presentations. Final compensation, including fixed fees, general conditions, and reimbursables, will be negotiated on a project-by-project basis with the selected firm.
