The Naval Air Systems Command intends to issue a modification under delivery order 0144 on the Basic Ordering Agreement N00019-07-G-0008 to the Bell-Boeing Joint Program Office, 401 Tiltrotor Drive, Amarillo, TX 79111 on a sole-source basis for: Updating the statement of Work (SOW) for changes in the test aircraft and the test locations associated with the V-22 Integrated Aircraft Survivability Equipment (IASE) effort currently contracted for under delivery order 0144 on the Basic Ordering Agreement N00019-07-G-0008. The period of performance is anticipated to be through April 2016. This action is being awarded on a sole source basis to the Bell-Boeing Joint Program Office in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Bell-Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this effort. Also, Bell-Boeing is the only source that possesses the totality of engineering and technical data required to perform these efforts. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
