REQUEST FOR PROPOSAL (RFP) DOR-FY25-0009-SL: Maplewood License Office

The State of Missouri’s Department of Revenue is soliciting proposals for the management and daily operation of the Maplewood License Office for a five-year period. The primary objective is to ensure the provision of high-quality customer service and efficient office management to individuals seeking motor vehicle and driver licensing services. The contractor will be fully responsible for processing title transactions, managing registrations, issuing driver licenses in accordance with Missouri laws, and handling motor vehicle and marine sales tax duties, all while operating the license office under their own business name. The contractor is expected to maintain a professional and inclusive environment, strictly adhere to all state agency policies and anti-discrimination laws, and provide adequate staff training. Additional requirements include securing and maintaining a fully accessible office location that complies with ADA standards, implementing appropriate security systems, and ensuring open communication with both state officials and customers. All staff must be properly authorized to work in the United States, and any subcontracting is allowed only with prior written approval. Bidders are responsible for securing the required insurance and must follow state guidelines at all times throughout the duration of the contract, with all services to be rendered at the specified Maplewood geographic location. The estimated contract value ranges from $500,000 to $1,500,000.
