Request for Proposal (RFP) for Credit Rating Advisory Services

The San Antonio Housing Trust Public Facility Corporation (SAHT PFC) is soliciting proposals under RFP-2026-0002 for a qualified financial advisory firm to provide professional services focused on credit rating readiness. The scope of work includes evaluating credit rating readiness, conducting debt affordability analyses, developing a credit profile, and establishing a long-term financing strategy. Additionally, firms may provide an alternative bid for bond financing services, including bond capacity assessments. The selected firm must be registered as a Municipal Advisor with the Securities and Exchange Commission (SEC) and the Municipal Securities Rulemaking Board (MSRB) and possess at least five years of experience providing financial advisory or credit analysis to public-sector or nonprofit housing entities. Proposals must be submitted electronically via the Beacon Bids platform by September 28, 2026, at 4:00 PM, with a final board approval date set for October 16, 2026. Submissions are limited to 50 pages in PDF format and must include a detailed work plan and a comprehensive fee proposal covering fixed fees, hourly rates, and reimbursable expenses. The SAHT PFC will award the contract to the highest-ranked proposer based on an evaluation of firm background and experience (25%), fee proposal (20%), key personnel, and technical approach. Eligible firms must demonstrate a clean legal and ethical record, including no conflicts of interest or pending litigation against the SAHT PFC or the City of San Antonio.
