The Rapid Spacecraft Development Office (RSDO) Rapid Spacecraft Acquisition (RAPID IV) is a multiple award, IDIQ, Fixed Price type contract, for satellite bus core systems with any necessary modifications to meet specific Mission needs. The scope of the work includes design and development of the spacecraft (i.e., Cubesats to Geosats), integration of Government provided scientific instruments, spacecraft/observatory integration and test, shipment of observatory to launch site, observatory launch support, on-orbit checkout of observatory, and on-orbit operations as required. Periodically, within the contracts effective ordering period, the Contracting Officer will accept and evaluate proposals with the intention of adding contracts and/or modifying existing contracts to place additional core spacecraft and options in the Rapid IV Catalog. This will be done via - On-Ramps. The range of possible NASA missions is broad in scope, type, and size. Potential missions (e.g. Landsat Next; Atmosphere Observing System - Polar (AOS-P); Atmosphere Observing System - Incline (AOS-I); NOAA Near Earth Orbit Network (NEON) program and others are considering using the Rapid IV contract to procure spacecraft. Therefore, the Rapid IV contract seeks heritage spacecraft buses of various sizes, capabilities, lifetimes, orbit use and mission suitability, to be ready to support a variety of mission needs quickly. On-Ramp III for the Rapid IV contract is hereby opened to receive offers from vendors for the Rapid IV contract. Proposals for On-Ramp III will be due to the RSDO Contracting Officer NLT 4:00 pm eastern time October 31, 2023. Prospective offerors shall submit a written response of their intent to submit a proposal to Cynthia White via electronic transmission at Cynthia.L.White@nasa.gov, by October 10, 2023. Proposals received in response to On Ramp III, shall be subject to the same proposal instructions and evaluation procedures as the updated Rapid IV Request for Proposal (RFP) 80GSFC19R0016 Rev4 dated September 18, 2023. Proposal instructions and evaluation procedures are available in Sections L and M of the Rapid IV On-Ramp III RFP. Additional information on RSDO, may be obtained from the Rapid Spacecraft Development Office (RSDO) website, https://rsdo.gsfc.nasa.gov. Instructions for electronic submission of proposals are outlined in Section L, provision L.22 of the Rapid IV On-Ramp III RFP. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). All contractual technical questions must be submitted in writing (e-mail). Telephone questions will not be accepted.

HYDROSPHERE, BIOSPHERE, & GEOPHYSICS (HBG) SUPPORT SERVICES II - FINAL REQUEST FOR PROPOSAL (FRFP)
Solicitation # 80GSFC27R0015
The National Aeronautics and Space Administration Goddard Space Flight Center is soliciting proposals for the Hydrosphere, Biosphere, and Geophysics (HBG) Support Services II contract, under solicitation number 80GSFC27R0015. This small business set-aside is a hybrid Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year effective ordering period. The contract allows for the issuance of both Cost Plus Fixed Fee (CPFF) and Firm-Fixed Price (FFP) task orders to support science research and computing activities across various laboratories, including the Cryospheric Sciences, Ocean Ecology, Hydrological Sciences, Biospheric Sciences, Geodesy and Geophysics, and the Terrestrial Information Systems Laboratory. The primary objective is to develop and apply space, field-deployed, and laboratory-based technologies to address societal issues related to water resources, ecosystems, sea level change, and the Earth's magnetic and gravity fields. The scope of work encompasses scientific modeling, simulation, data assimilation, satellite instrument performance analysis, and the planning and execution of field campaigns. Performance will occur at the Goddard Space Flight Center and the contractor's facilities, with acceptance managed by the Contracting Officer or a designated representative. Award selection will be based on a tradeoff approach, prioritizing Mission Suitability as the most important factor, followed by Cost and Past Performance. Proposals must be submitted in four volumes, including a numerically scored Mission Suitability volume and a detailed Cost volume. Additionally, the contractor must adhere to strict security requirements, including the provision of a Cyber Supply Chain Risk Management plan and compliance with NDAA Section 889 regarding telecommunications and surveillance equipment.

Ground Systems and Mission Operations-4 (GSMO-4)
Solicitation # RFI-GSMO4-2027
The National Aeronautics and Space Administration Goddard Space Flight Center is issuing a Request for Information for the Ground Systems and Mission Operations-4 (GSMO-4) contract. This effort seeks market intelligence and technical approaches from qualified vendors to support a diverse portfolio of science and Earth science missions, including the James Webb Space Telescope, Lunar Reconnaissance Orbiter, and the Nancy Grace Roman Space Telescope. The scope of work encompasses the entire mission life cycle, focusing on two primary functional areas: Mission Ground System Support Services, which includes systems engineering and integration and test services, and Mission Operations System Support Services, covering flight operations, launch and early orbit support, flight dynamics, and IT security. The government is specifically exploring a transition from a Cost-Plus-Award-Fee structure to a Firm-Fixed-Price model, potentially utilizing a catalog-style pricing structure based on mission risk classifications or a Core-plus-IDIQ structure for flagship missions. Technical requirements emphasize the adoption of modern DevSecOps methodologies, CI/CD pipelines, and Infrastructure as Code to automate mission operations. Contractors must adhere to strict NASA Procedural Requirements for systems engineering, software engineering, and cybersecurity, including maintaining Authority to Operate (ATO) and managing vulnerability scanning. Responses are due by October 26, 2026, and must include implementation approaches and rough order of magnitude costs.
