This contract pertains to a Request for Proposal for the construction of a Rocket and Missile Maintenance Facility (RMMF) and Commercial Vehicle Access Control Point (ACP) at the Letterkenny Army Depot. The project employs a Design-Bid-Build acquisition strategy and involves constructing a new approximately 45,000 square foot warehouse and associated administrative support areas for missile maintenance. Additionally, there will be a 10,000 square foot storage building and a 1,000 square foot forklift charging shed adjacent to the main building. The scope also includes extensive site development such as earthwork, best management practices (BMPs), fencing, roadways, and hardscapes essential for the operations related to munitions handling. Furthermore, the project includes replacing the existing Voelz Gate ACP with a new facility featuring a combined 1,600 square foot gatehouse, inbound and outbound lanes equipped with commercial vehicle inspection canopies, and vehicle control measures, supported by relevant site improvements. Key amendments to the solicitation include removing the previous requirement that proposals be submitted in zip file format, a full replacement of the sustainability requirements and reporting specification, and updates to specific technical sections and drawings, especially related to the Voelz ACP. The deadline for submitting requests for information has been clearly set to May 11, 2026, at 11:00 AM EDT, replacing the prior timeline. An attendance sheet from a site visit on April 22, 2026, has also been provided for proposer reference. The solicitation, posted by the Department of Defense's W2SD Endist Baltimore office, is open with a proposal deadline of June 1, 2026. Primary points of contact are available for inquiries, underscoring the importance of compliance with revised instructions and specifications.
