Request for Proposals & Letters of Interest for Development Opportunities

The Housing Authority of the City of El Paso, doing business as HOME, has issued a rolling solicitation, EX 24-R-0010, seeking development partners for affordable housing opportunities. This solicitation is open for proposals and letters of interest from June 3, 2024, through June 2, 2027. The scope of work encompasses a wide range of activities, including the acquisition, development, rehabilitation, and construction of affordable housing, as well as joint ventures, loans, grants, and related mixed-use or infrastructure projects. All work must comply with HUD/HACEP programs, including Section 3 of the HUD Act of 1968, various environmental laws such as NEPA and the Clean Air Act, and federal labor standards. Awards are based on a best-value trade-off process using a 100-point scoring system. The primary evaluation factors include the proposed concept, business terms, and the experience of the proposer or team, each weighted at 30 points, with the remaining 10 points split between organizational capacity and the overall approach. Applicants must submit a letter of interest limited to three pages and a statement of qualifications, along with supporting documentation such as bank letters, references, and financial statements. The contract incorporates numerous FAR clauses covering bankruptcy, value engineering, and equal opportunity, and it strictly prohibits the placement of liens on Housing Authority property. Proposals should be submitted to the Procurement Manager in El Paso, Texas, with electronic submissions permitted only upon prior approval.
