REQUEST FOR PROPOSALS CONSULTING SERVICES

The Village of Schuylerville is seeking proposals from consultants or firms to provide administration program delivery and rehabilitation specialist services for a three-year period, with the possibility of annual renewals. The scope of work focuses on federal and state funded housing rehabilitation and mobile home replacement programs, specifically including CDBG, AHC, and NYS HCR. The selected provider will be responsible for comprehensive program delivery, including property identification, client intake, inspections, and contractor bidding, as well as grant administration and environmental compliance. Key requirements include preparing environmental reviews according to NEPA and SEQRA guidelines, conducting lead-based paint risk assessments, asbestos surveys, and radon tests, and submitting M/WBE and Section 3 reports. Proposals are due by October 7, 2026, at 4:00 PM and must include a cover letter, a detailed narrative of the suggested scope of services, firm qualifications, staffing descriptions, and a cost proposal with payment milestones. Evaluation will be based on the proposed cost, the scope of services, and recent experience in program delivery and environmental compliance for community development programs. The resulting agreement will be a standard Professional Service contract, with work expected to begin immediately upon the award announcement.
