Request for Proposals - Emergency and On-Call Construction

The Cobb County-Marietta Water Authority is soliciting competitive sealed proposals for a one-year standing contract to provide periodic emergency and on-call construction services. The scope of work includes utility relocation, exploratory excavations, landscape repairs, and general maintenance and modifications for the authority's pipelines and water system facilities. This contract will operate on a reimbursement basis for actual time and materials costs. Proposals must be submitted by 11:00 AM local time on October 20, 2026, and all submissions must be delivered to the authority's office in Marietta, Georgia. Eligibility is strictly limited to pipeline contractors who are licensed Georgia Utility Contractors and are currently pre-qualified with the authority for Categories 3 (48 inches and smaller) and 4 (unlimited size). Required submission materials include a completed bid form with no modifications, a notarized non-collusion affidavit, and a bid bond or equivalent security in the amount of 5,000 dollars. Out-of-state entities must provide evidence of authority to conduct business in Georgia. The successful bidder will be required to furnish performance and payment bonds and an oath pursuant to O.C.G.A. 36-91-21.
