Request for Proposals: EMERGENCY DEBRIS MONITORING SERVICES

The City of Mandeville is soliciting sealed proposals from qualified firms and individuals to provide Emergency Debris Monitoring Services as described in this Request for Proposals. Proposals must be received no later than 11:00 a.m., local time in Mandeville, Louisiana, on Wednesday, October 14, 2026 . Physical proposals must be delivered to the Purchasing Agent, Mandeville City Hall, 3101 East Causeway Approach, Mandeville, LA 70448, in a sealed envelope marked as noted below. Submission through either electronic platform is acceptable; submission through both platforms is not required. A duplicate physical submission is not required. Proposals received after the specified deadline will not be accepted. SCOPE OF WORK The work consists of providing independent emergency debris monitoring services for the City of Mandeville in connection with post-disaster debris removal operations. Services shall be performed in accordance with applicable Federal Emergency Management Agency (FEMA), Louisiana Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP), federal grant, state, and local requirements applicable to the specific disaster declaration and funding source. Services include monitoring debris collection, hauling, reduction, disposal, and related operations; documenting eligible work and quantities; administering electronic debris documentation; reviewing and reconciling records and invoices; supporting reimbursement documentation; and providing other related monitoring and closeout services expressly described in this RFP and authorized by the City. The resulting contract will be a standby contract that may be activated by the City following a natural or man-made disaster or other qualifying emergency. The Monitoring Contractor shall remain independent from any Debris Removal Contractor whose work it is assigned to monitor and shall not perform debris removal services under this Agreement. For any work funded in whole or in part with federal grant funds, the resulting contract and all work performed under it shall be subject to all applicable federal, state, and local laws, regulations, grant requirements, and award conditions.
