This site comprises seven parcels including "The Avondale Apartments" and "The Waverly House," a senior living building. The project involves entitlement, consolidation, design, permitting, and construction support for a new multifamily apartment building on an approximately 1-acre unified site. The selected civil engineering firm will serve as the Civil Engineer of Record, responsible for comprehensive services from due diligence through construction closeout, including site planning, grading, utility design, stormwater management, erosion control, public infrastructure coordination, and compliance with all relevant local, state, and federal regulations. Proposals will be evaluated based on a weighted system emphasizing price-quality value (40%), comparable reference project experience (25%), proposed team capacity (20%), minority and female/disadvantaged (MFD) firm participation (10%), and references (5%).
