Request for Proposals for Demolitions / Clearance

The Town of Lucama, North Carolina, is soliciting proposals for a turnkey demolition and site clearance project at 204 S. Goldsboro Street, Lucama, NC, under Solicitation Number 574-03, with a proposal deadline of June 22, 2026. The work involves the complete demolition of a residential structure, removal of all debris and vegetation including a single tree stump at ground level, and full site restoration through grading, hauling in fill dirt to ensure positive drainage, and re-seeding and haying disturbed areas. All costs—including labor, materials, permits, insurance, landfill tipping fees, and disposal—are to be included in a lump sum bid, with the contractor required to submit proof of payment to the county landfill and copies of landfill tickets. The contract is subject to Section 3 of the Housing and Urban Development Act of 1968, meaning preference will be given to qualified businesses that demonstrate a workforce composed of at least 30% Section 3 residents or subcontract at least 25% of the award value to Section 3 businesses, as defined by HUD regulations in 24 CFR Part 135. Contractors must comply with all related federal requirements including Executive Order 12549, certifying they and their principals are not debarred, suspended, or otherwise ineligible for federal contracts, and have no criminal convictions or civil judgments related to fraud in public transactions within the prior three years. Additionally, bidders must provide sworn certification that their proposal is genuine and not collusive, submit documentation establishing their business entity status, list owned equipment and past contracts, and include a current financial statement. The contractor must also obtain and submit a Demolition Notification Permit from the North Carolina Health Hazards Control Unit and comply with OSHA regulations, the Contract Work Hours and Safety Standards Act, and Title VI of the Civil Rights Act. Work is expected to be completed within 45 days of the Notice to Proceed, and the award will be made to the lowest responsible proposer without evaluation of technical factors beyond compliance and responsibility criteria. All subcontractors are bound by the same Section 3 and compliance obligations, and failure to adhere to HUD, labor, or safety standards may result in contract termination, sanctions, or debarment.
