Key deliverables include an organizational discovery summary, curriculum and leadership development recommendations, governance models, and a detailed implementation plan with clear milestones. Proposers must be qualified consulting firms or organizations with demonstrated expertise in behavioral health workforce development, clinical training systems, and organizational strategy, and are required to submit detailed documentation including audited financial statements, tax returns, professional credentials of assigned staff, organizational charts, and evidence of HUB certification if applicable. Compliance with Texas state laws is mandatory, including adherence to Chapter 176 of the Texas Local Government Code on conflict of interest, requiring submission of Form CIQ, and compliance with Subchapter J of Chapter 552 of the Texas Government Code and Section 231.006 of the Texas Family Code. The contractor must maintain insurance coverage of at least $1,000,000 per claim and $3,000,000 aggregate in general liability, with Gulf Coast Center named as an additional insured and with subrogation waived.
