The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified firms interested in providing landlord recruitment and tenant placement for people experiencing homelessness in the City of Goleta. The primary focus of these services will be to recruit landlords to provide housing to formerly homeless people with sufficient income and/or rental assistance to afford rent of their properties. Proposing firms will recruit landlords, provide incentives and insurance to landlords for their participation, connect with apartment-seekers through their case managers, help people overcome barriers to housing, place people in housing, and serve as an ongoing housing stabilization support team for a minimum of two years following housing placement. Program participants will not be people with the highest need for social services, but rather those who meet the Rapid Rehousing Document Ready prioritization category as defined by the Coordinated Entry System in Santa Barbara County.Please see the attached RFP for the full scope of services requested.
