Request for Proposals (RFP) for Project Management Services

The County of San Mateo, through the County Executive's Office - Board of Supervisors, is soliciting proposals under solicitation number 2027-RFP-00180 to establish agreements with one or more qualified firms for project management, project implementation, and related consulting services on an as-needed basis. The scope of work encompasses the planning, procurement, and rollout of software-as-a-service (SaaS) and other technology systems, as well as non-technology operational and business-process improvement projects. Selected contractors must follow standard industry IT project management practices, maintain 90-day rolling project plans, and conduct post-implementation reviews. Proposers must have provided similar services for at least six of the last ten years and must be registered with the System for Award Management (SAM). The selection process utilizes a points-based system where price accounts for 25% of the total score, with additional weight given to organizational qualifications, staffing capacity, and a proven record of successful delivery in public-sector or regulated environments. Preferential points are available for local, small, and micro businesses or non-profits, ranging from 5% to 10% of total awardable points. Compliance requirements include adherence to the California Labor Code regarding prevailing wages, HIPAA regulations for electronic protected health information, and the Americans with Disabilities Act. Proposals must be submitted electronically via the eProcurement portal by November 13, 2026, and must include a technical proposal and a separate PDF fee proposal.
