Request for Proposals Sidewalk Construction Services

The Village of Schuylerville is soliciting proposals for the SAM Sidewalk Project to replace approximately 10,211 square feet of concrete sidewalks on the east side of Broad Street. The project scope covers two primary sections, extending from the village northern limit and cemetery through 214 Broad Street, and from 200 Broad Street to 166 Broad Street. The contractor will install 5-inch deep, 5-foot wide concrete sidewalks using 4000 psi concrete, 6x6x2.9 wire mesh, and materials from approved NYSDOT sources, adhering to NYSDOT 2002 Specifications Section 501-2 for Class A mix and ADA Title II accessibility requirements. The Village will handle all demolition and removal of existing sidewalks. All construction must be completed by December 1, 2026. Proposals are due by October 7, 2026, and must be submitted to the Village of Schuylerville. Required documentation includes a completed cost worksheet, a non-collusive bidding certification, a procurement lobbying law affirmation, and an equal employment opportunity statement. Selection will be based on a best value methodology considering references, schedule, quality of work, and cost, with encouragement for NYS Certified Minority and Women Owned Business Enterprises to apply. Awarded contractors must comply with New York State Labor Law Article 8 regarding prevailing wages and provide certified payroll. Insurance requirements include Commercial General Liability of 1 million dollars per occurrence and 2 million dollars aggregate, 1 million dollars in Commercial Automobile Liability, and statutory New York State Workers Compensation coverage.
