It has a population of approximately 68,000 that grows to nearly $100,000 during business hours, and a land area of 9.14 square miles. South San Francisco is located approximately 8 miles south of Downtown San Francisco and is adjacent to the northern border of the San Francisco Airport and San Bruno, south of Daly City, Colma, and Brisbane, and east of Pacifica. The City of South San Francisco is a general law city, which operates under the council/manager form of government with a General Fund budget of $162.4 million and a total budget of $320 million for Fiscal Year 2026-2027. The City employs approximately five hundred (500) full-time permanent employees and approximately four hundred (400) part-time hourly employees. The City's operating departments include Economic & Community Development, Finance, Fire, Human Resources, Information Technology, Library, Parks and Recreation, Police, and Public Works. In early 2026, the City developed the City Council Priorities Action plan, including the major focus areas of Housing and Supportive Services, Infrastructure and the Environment, Modern and Sustainable Organization, Quality of Life, and a Welcoming and Connected Community. As a part of the Modern and Sustainable Organization priority, the City is developing a long-term fiscal sustainability plan. The staffing and services levels study is one component of this plan, along with the development of a Parks and Recreation master plan, a facility condition assessment, an infrastructure assessment, and an evaluation of options for managing long-term financial obligations related to pension and OPEB (Other Post-Employment Benefits).

Human Resources Database System for San Marcos USD
Solicitation # 2026-15
The San Marcos Unified School District (SMUSD) is soliciting proposals under solicitation number 2026-15 for a comprehensive Human Resources Database System. The objective is to implement a platform that streamlines HR processes, ensures regulatory compliance, and integrates with existing tools such as Droplet, Ed Join, Frontline, and PeopleSoft. Key technical requirements include automated tracking for credentials and TB tests, evaluation management, role-restricted storage for confidential medical documents, and full ADA compliance. The project involves significant implementation services, including the migration of historical HR data and the conversion of manual processes into digital workflows. Proposals will be evaluated based on four scorable areas: price proposal (including a 5-year total cost of ownership), platform specifications and technical compliance, professional services and project delivery, and vendor experience with California TK-12 school districts. Bidders must provide at least three verifiable references from similar-sized public agencies. The contract is structured as a fixed-fee agreement with three renewal options extending through June 30, 2031. Notably, funding is contingent upon E-Rate approval, and the district mandates that no invoicing may occur until goods or services are delivered. Electronic submissions are required by November 19, 2026, and must include a completed vendor questionnaire and adherence to affirmative action and workers' compensation certifications.
