Request for qualifications and quotes Capital Readiness Advisors

The Washington State Department of Commerce is seeking up to three Capital Readiness Advisors under solicitation 2027-CCI-173-02 to provide technical assistance, peer learning, and individualized coaching to approximately 20 FY2027 Capital Project Capacity grantees. These grantees include local governments, federally recognized tribal governments, and eligible nonprofits working on early-stage capital projects in sectors such as housing, energy, and infrastructure. The selected advisors will help these organizations overcome readiness barriers and advance projects that benefit overburdened communities. The period of performance is tentatively scheduled from January 4, 2027, to June 30, 2027, with the agency reserving the option to extend the contract for two additional one-year periods. Each contract is capped at $25,000, with total anticipated funding for all awards reaching up to $75,000. Payments are made on a reimbursement basis via the State’s Contracts Management System using a Statewide Vendor number. Proposals are evaluated based on a 100-point scale, split equally between relevant experience in capital project readiness and capacity building and specialized expertise and staffing. Mandatory submission requirements include a signed letter of submittal, certifications and assurances, a diverse business inclusion plan, and a detailed cost quotation. Responses must be submitted electronically through the designated portal by November 16, 2026.
