Request for Qualifications-Architectural Svcs for 5-Yr Facilities Plan & Capital Outlay Projects

The Baldwin County Board of Education is soliciting statements of qualifications from licensed architectural design firms to develop a 5-Year Local Facilities Plan and manage associated capital outlay projects. The selected firm will provide comprehensive services including facility inspections, programming, schematic design, and construction administration, ensuring compliance with Georgia Department of Education requirements and O.C.G.A. § 20-2-260. The contract will be based on the AIA Document B101-2017, modified by a District Addendum, and requires the primary firm to perform at least 50% of design services in-house. All design documents become the property of the District upon payment, and the exclusive venue for any litigation is the Superior Court of Baldwin County, Georgia. Proposals must be submitted by September 4, 2026, and must not exceed 25 pages. A critical requirement is the submission of a fee proposal in a separate sealed envelope within the main packet; failure to do so results in zero points for the monetary compensation factor. Evaluation is based on experience with Georgia K-12 public schools (50%), methodology (20%), suitability (10%), previous performance (10%), and the fee structure (10%). Selected firms must meet stringent insurance requirements, including 2 million dollars in professional liability and commercial umbrella coverage, and must provide certifications regarding E-Verify, non-collusion, and professional licensure.
