The main features of the work to be done under the Contract, in accordance with the Contract Documents shall include, but not be limited to the following: I. Stony Brook Medicine, located in Stony Brook, NY, is seeking to provide design, engineering, and limited construction administration services for Chilled Water Reheat Recovery system of Stony Brook University Hospital (SBUH). Estimated time frame for design: Final construction documents are required within a mutually agreed-upon period of time following the issuance of a purchase order. This is a four-year contract. Consultant Minimum Qualifications 1. Minimum of five (5) years’ experience of completed heat recovery enegey projects with water to water heat pumps and NYSERDA projects in acute-care hospital facilities.2. Bidders must supply at least three references from similar clients that they have successfully completed in the last five years3. Must have experience with LEED/sustainable design. 4 Must have experiences with NYSERDA grant projects. 5. Principal must be NYS licensed architect.6. Provide a list of staff members, titles, and credentials.7. Must be familiar with the Certificate of Need (CON) documents utilized by Stony Brook Medicine representatives. The main features of the work shall include, but not be limited to the following: II. Scope of Work: A. Introduction and Background1. Stony Brook Medicine (SBM} is advancing its sustainability and decarbonization initiatives through a combination of utility system electrification and energy conservation measures intended to reduce facility energy consumption and reliance on fossil fuels.2. As part of these efforts, SBM has been awarded funding from the New York State Energy Research and Development Authority (NYSERDA) for the implementation of an industrial heat pump demonstration project. The project is intended to reduce both chilled water plant demand and hot water reheat energy consumption by recovering waste heat from the hospital chilled water system and transferring it to the reheat hot water system.3. The NYSERDA grant includes specific project schedule, reporting, documentation, monitoring, and verification requirements that must be incorporated into the project execution strategy and ultimately satisfied upon project completion.B. Project ObjectivesThe primary objectives of the project are to:1. Reduce overall hospital energy consumption and greenhouse gas emissions.2. Recover thermal energy from the chilled water return system through the application of industrial-grade heat pump technology.3. Reduce the hospital's hot water reheat demand by utilizing recovered waste heat.4. Demonstrate the technical and economic viability of large-scale heat recovery within an operational healthcare facility.5. Satisfy all NYSERDA grant requirements, including project documentation, monitoring, and verification activities.C. Scope of Professional ServicesSBM seeks qualified professional engineering firms to provide all necessary design and construction phase services for the implementation of an electrically driven, industrial-grade, water-to-water heat pump system. The selected consultant shall provide professional services necessary to evaluate, design, document, and support the installation of a heat recovery system that extracts thermal energy from the hospital chilled water return piping downstream of the Network N-8 Mechanical Room and transfers that energy to the hospital reheat hot water system.The Consultant's services shall include, but not be limited to:1. Site investigation and verification of existing conditions.2. Engineering analysis and system performance evaluation.3. Development of design criteria and basis-of-design documentation.4. Preparation of schematic, design development, and construction documents.5. Coordination with SBUH operations staff and NYSERDA requirements.6. Preparation of equipment specifications and procurement support documentation. 7. Construction administration and engineering support services during construction and closeout.8. Review of contractor submittals and requests for information.9. Commissioning support, startup verification, and system performance validation.10. Support for monitoring, measurement, verification, and project documentation required under the NYSERDA grant. D. Project Requirements1. The proposed system shall provide approximately 1,100 tons of cooling capacity and be sized to maximize utilization of recovered thermal energy for the hospital reheat system.2. The heat pump installation shall consist of multiple packaged heat pump units, each incorporating a minimum of two compressors. The system design shall provide operational flexibility, reliability, redundancy, maintainability, and resiliency appropriate for a critical healthcare facility environment.3. The Consultant shall evaluate system integration requirements, utility impacts, controls modifications, phasing considerations, and operational constraints necessary to maintain uninterrupted hospital operations throughout project execution. E. General Services1. Provide staffing and sub-consultants as necessary for the timely performance of the services required to meet the project requirements.2. Prepare the New York State Department of Health (DOH) Certificate of Need (CON) and participate in their site visit. The Architect and Engineer will assist in the plan of correction for the New York State (NYS) Department of Health survey, if required.3. Provide Pre-construction Risk Assessment (PCRA) consisting of Interim Life Safety Measures Plan (ILSM) and Infection Control Risk Assessment (ICRA). The goal of this plan is to ensure that the project construction does not compromise the health and safety of any of the building occupants. This plan should denote the required separation of staff, patients and other building occupants, essential patient support services and the required means of egress from the actual construction site. Provide the plan to SBM for submission to the DOH for approval to commence construction, if required.4. Prepare a complete Environmental Assessment Form (EAF) and perform the needed studies to serve as documentation for responses provided on the EAF. Studies will include, but not be limited to, a State Environmental Quality Review Act (SEQRA).5. Employ sustainable technologies as demanded by the following: SBM is a member of the University's Sustainability Task Force and committed to sustainable design principles. We manifest this in high performance designs for buildings that minimize energy consumption, atmospheric emission, solid wastes, liquid effluents, and maximum indoor environmental quality, and create healthy productive environments. The consultant is required to adhere to this policy by employing sustainable technologies in designs and construction. The successful consultant will be required to complete energy reduction documents as provided by SBM including base line electrical/HVAC consumption and proposed energy conserving data for related disciplines and file with utilities for rebates.6. SBUH has an ongoing sustainable program and must comply with the goal of NYS Executive Order 88 on all projects. Further, it is the policy of SBM that all projects must comply with United States Green Building Council (USGBC) LEED silver requirements. A LEED scorecard shall be prepared and provided to SBUH for review.7. The consultant shall utilize Projectmates, SBM's document retention program to coordinate communications, schematic/construction drawings, shop drawings, submittals etc. SBUH will provide educational sessions for Projectmates as necessary.8. The consultant shall meet with SBM's representatives to develop specific project requirements. Include a review of the issues relating to compliance with various accreditation and New York State Codes and Standards.9. Regulatory RequirementsProject Documents shall be compliant with, but not limited to, the following codes, standards andregulations:1. American with Disabilities Act (ADA).2. ANSI/ ASH REA 62.1.3. APIC2005.4. ASCHE, Association of Healthcare Engineering Standards, 2014.5. ASHRAE Standard 90.1-2007.6. Facilities Guidelines Inst. (FGI) Guidelines for Design and Construction of Hospitals and Outpatient Facilities 2018.7. NFPA 14 Standard for installation of Standpipe and Hose Systems.8. NFPA 99 Health Care Facilities.9. NFPA 70 National Electric Code.10. NFPA 70E Electrical Safety Requirements for Employee Workplaces.11. NFPA 101 Life Safety Code and other related sections.12. New York State Building Codes including the energy code and electrical code.13. NYS Energy Conservation Construction Code.14. NYS Executive Order 88.15.USGBC Leadership in Energy and Environmental Design (LEED).16. All local codes and regulations.17. SBUH Policies and Procedures.10. SBUH Policies and Procedures require that all people working on site must wear ID Badges. The consultant together with his sub-consultants shall obtain badges and pay the fee for them.11. The Consultant shall attend, together with its sub-consultants, all conferences required by SBM and take and distribute the minutes of all such meetings.12. Prepare specification manual to compliment biddable construction drawings using the 2020 CS! standard format.13. Provide all documents in electronic format. Construction drawings are to be in AutoCAD 2018 and specification in Microsoft Word 2016.14. Assign a Construction Administrator (C.A.) to visit the construction site at agreed times during the construction to attend progress meetings; review all revisions and field modification of the intended design; and issue updated construction reports; and meeting minutes to a SBUH's representative.15. Provide SBM one (1) set of all Schematic and Construction Documents and post them in Projectmates.16. Provide one paper set of "As built drawings" and a set on AutoCAD to SBM's PMO that shall be loaded into Projectmates. I. ENGINEERING AND DESIGN SERVICESA. Schematic Design1. Attend a kick-off meeting with any sub-consultants to review the scope of work, deliverables, project schedule, and procedures for work at SBM.2. Survey and collect field information required and meet with SBM personnel to understand the operation of the systems within the existing project location.3. Review all available documentation, including but not limited to the drawings and the NYSERDA grant, to determine what additional information is required.4. Review all codes, regulations and standards that may apply to this project.5. Prepare and submit a Basis of Design (BOD) Report for SBM review and approval. The report shall include a system description, conceptual sketches, analysis of alternatives, recommended approach, project schedule, budget cost estimate, and applicable NYSERDA grant requirements.6. Meet with PMO to review received comments.8. Proceed with the Schematic Design Phase based on SBM's review comments and written approval of the of the BOD report.9. Prepare design concepts drawings (40 percent drawings) showing the system and general layout including the contract limits and SBM areas affected.10. Prepare an analysis of the probable cost of sufficient detail to indicate that construction of the proposed design is within the limitations of the Project Budget.11. Prepare a Schematic Design Report consisting of system description; drawings; code review; list of specifications; long-lead equipment; permits; cost estimate and project schedule. Delineate all assumptions and design calculations referenced. 12. Meet with SBUH to review the Schematic Design. II. Design Documents1. Attend meetings with any sub-consultants to review the scope of work, deliverables, project schedule, and procedures for work at SBM.2. Proceed with the Design Development Phase based on SBM's review comments and written approval of the of the Schematic Design.3. Prepare design document drawings (60 percent drawings) showing the proposed layout including the contract limits and SBM areas affected.4. Prepare an analysis of the probable cost of sufficient detail to indicate that construction of the proposed design is within the limitations of the Project Budget.5. Meet with PMO to review received comments on progress set. III. Construction Documents1. Upon receipt of SBM's written approval of the Design Document Phase deliverables, the Consultant shall proceed with preparation of the Construction Documents.2. The Consultant shall incorporate all SBM-approved review comments from the Design Document Phase and shall finalize the design, including equipment selection, material specifications, system layouts, and routing requirements.3. The Consultant shall prepare complete technical specifications describing the Work, including material requirements, equipment requirements, finishes, workmanship standards, quality requirements, testing requirements, and other requirements necessary for procurement and construction.4. The Consultant shall prepare complete Construction Documents, including, at a minimum, plans, sections, details, schedules, equipment layouts, notes, legends, and identification of the limits of construction necessary for bidding, permitting, and construction of the Project.5. Upon completion of ninety percent (90%) Construction Documents, the Consultant shall prepare and submit a detailed construction cost estimate demonstrating whether the Project can be constructed within the approved Project Budget.6. The Consultant shall attend and participate in a review meeting with SBM to present the ninety percent {90%} Construction Documents, construction cost estimate, and Project schedule. If the estimated construction cost exceeds the approved Project Budget, the Consultant shall, at no additional cost to SBM, evaluate value engineering alternatives and revise the design as necessary to bring the Project within the approved budget, provided such revisions do not materially alter the Project scope.7. The Consultant shall incorporate all approved review comments and complete the Construction Bid Documents for submission to SBM.8. The Consultant shall prepare and submit a Pre-Bid Report to SBM for review and approval. The Pre-Bid Report shall include, at a minimum:a. Technical specificationb. Final design drawingc. Final construction cost estimated. Project schedule. IV. Bid Review1. The Consultant shall attend the pre-bid conference, respond to bidder requests for information (RFls), and prepare and issue all required addenda during the bidding period.2. The Consultant shall assist SBM in evaluating bids received and shall provide written recommendations regarding responsiveness, completeness, and technical compliance with the bidding requirements.3. The Consultant shall attend the pre-award conference with the apparent successful bidder(s).4. The Consultant shall review proposed subcontractors and material suppliers and shall promptly provide SBM with written comments regarding any objections based on qualifications, experience, capacity, or compliance with the Contract Documents.5. The Consultant shall provide recommendations to SBM concerning the allocation of responsibilities for temporary facilities, temporary utilities, and construction support services required for performance of the Work.6. Upon completion of the bidding phase, the Consultant shall incorporate all issued addenda into the Construction Documents and shall provide SBUH with:a. One complete conformed set of Construction Documents;b. Electronic PDF copies of all Construction Documents;c. Electronic AutoCAD files; and7. All electronic files shall be uploaded to Projectmates. V. Construction Administration1. The Consultant shall schedule, attend, and conduct construction progress meetings with the Contractor, Commissioning Agent, and SBM at intervals appropriate to the progress of the Work. Meeting discussions shall include, at a minimum, construction progress, schedule status, safety coordination, RF ls, submittals, quality control issues, and other Project-related matters. The Consultant shall prepare and distribute meeting minutes within five (5) business days following each meeting.2. The Consultant shall attend a project kickoff meeting with all subconsultants and review the Project scope, schedule, deliverables, coordination requirements, and contractual obligations.3. The Consultant shall review each Contractor's Schedule of Values and shall provide written recommendations to SBM regarding acceptance or required revisions.4. The Consultant shall review each Contractor's Critical Path Method (CPM) schedule for compliance with the Contract Documents and shall provide written comments and recommendations to SBM.5. The Consultant shall coordinate all required third-party testing and inspections with the Contractor, testing agencies, and SBM.6. The Consultant shall receive, review, and process shop drawings, product data, samples, and other submittals required by the Contract Documents to determine compliance with the design intent and Contract requirements. All submittals shall be transmitted and processed through Projectmates.7. Upon written request submitted through Projectmates by SBM or the Contractor, the Consultant shall provide interpretations and clarifications regarding the requirements of the Contract Documents.8. The Consultant shall prepare, maintain, and track all Design Change Notices (DCNs) and shall submit such notices to SBM for review and approval through Projectmates.9. The Consultant shall prepare, maintain, and track all Change Orders (COs) and Construction Change Directives (CCDs) through Projectmates.10. The Consultant shall review schedule updates submitted by the Contractor and shall evaluate compliance with the Contract Documents. Written comments and recommendations shall be forwarded to SBM.11. The Consultant shall review each Contractor Application for Payment, including AIA Forms G702 and G703 and all supporting documentation required by the Contract Documents, and shall provide written recommendations to SBUH concerning approval or rejection.12. Unless SBM has retained an independent Commissioning Agent, the Consultant shall provide commissioning services during equipment startup, testing, balancing, and system verification activities. The Consultant shall prepare daily field reports and shall issue a final commissioning report through Projectmates.13. The Consultant shall review the Contractor's closeout documentation, including warranties, guarantees, operation and maintenance manuals, record documents, and as-built drawings, to determine compliance with the Contract Documents. If deficiencies are identified, the Consultant shall return the package to the Contractor for correction. Upon determining the package is complete, the Consultant shall transmit the approved closeout package to SBM and upload all electronic records to Projectmates. One hard-copy set shall also be provided to SBM.14. The Consultant shall conduct inspections necessary to determine the dates of Substantial Completion and Final Completion and shall submit written recommendations to SBUH regarding acceptance of such milestones.15. The Consultant shall prepare record AutoCAD drawings based upon the Contractor's red-line markups and field-verified information. Final electronic record drawings shall be uploaded to Projectmates and provided to SBM upon Project completion.16. The Consultant shall satisfy NYSERDA's proj SBM PROVIDED SUPPORTING ITEMS FOR PROPOSAL1. NONE. VI. SCHEDULE OF COMPLETIONFinal Construction Documents are required within a mutually agreed upon period of time following the issuance of the Purchase Order.VII. DELIVERABLES1. Schematic Design Documents and Basis of Design Report Submission, as outlined above.2. Design Documents Submission, as outlined above.3. Construction Documents Submission, as outlined above.4. Deliverable project schedules, as outlined above.5. Deliverable cost estimates from each phase, as outlined above.6. Final Construction Document Submission consisting of: three (3) sets of hard copies of Signed/Sealed drawings and project manuals. One (1) soft copy of Signed/Sealed drawings and project manuals in PDF format.7. Specifications to be submitted in standard CSI format: two (2) sets of hard copies and one (1) soft copy in PDF format.8. AutoCAD files of Final Construction Documents: CDs and Final As-Builts of Construction Documents if modifications took place after completion of Final Construction Documents.9. CAD files provided on CD or other portable media and are to be uploaded to SBM FTP site (Projectmates) as follows:a. Drawings shall be AutoCAD * .dwg format saved to at least 2012, named to represent their respective drawing numbersb. Provide all XREF drawings, non-path specific, organized in separate file folders.c. Provide all pen settings * .CTB files, fonts, object and shape files. d. If drawings are not able to be opened or are missing information, it shall be the responsibility of the consultant to correct any issuese.Construction cost estimate based on Final Construction Drawings IX. FEE SCHEDULETo be submitted once the qualified vendor is approved. X. CONTENT AND FORMAT OF PROPOSAL1. Six (6) original sets of the Bidder's proposal with each copy having an original signature on the cover page included with this RFP.2. Firm must submit their proposals in the following format, addressing each requirement described below:7. A cover letter, not to exceed two (2) pages, which introduces the engineering firm business establishment, with business name, address of corporate headquarters and telephone number. Including the year on which the company was founded, the location of local support offices, number of employees. The names of two individuals qualified to answer questions regarding the proposal must be included -one who will be the primary contact and the other a backup to the primary contact.8. A detailed index of the content of the proposal.9. A statement of objectives and approach. Bidders should use this section to describe the proposed design, including any essential exhibits, and address all the issues listed in Statement of Work. Stony Brook Medicine (SBM) is committed to following the Hospital's leadership mandate to implement sustainable and/or energy-conserving products/building materials that would be required to achieve a minimum of LEED Silver status. LEED certification may or may not be applied for but the required documentation should be appropriately available upon the request of SBM. Therefore, procured products shall meet the established sustainable standards consistent with their restrictive industries such as Green Guard, FloorScore for flooring products, BIFMA for Business and Institutional Furniture, CertiPUR-US for products containing foam material, etc. All vendor estimates, proposals, and quotes must be accompanied by the appropriate reference to the respective certifying agency and or the products within the design that meet these standards. N.Y. State Finance Law §139-l Pursuant to N.Y. State Finance Law §139-l, every bid made on or after January 1, 2019 to the State of any public department or agency thereof, where competitive bidding is required by statute, rule or regulation, for work or services performed or to be performed or goods sold or to be sold, and where otherwise required by such public department or agency, shall contain a certification that the bidder has and has implemented a written policy addressing sexual harassment prevention in the workplace and provides annual sexual harassment prevention training to all of its employees. Such policy shall, at a minimum, meet the requirements of N.Y. State Labor Law §201-g. N.Y. State Labor Law §201-g provides requirements for such policy and training and directs the Department of Labor, in consultation with the Division of Human Rights, to create and publish a model sexual harassment prevention guidance document, sexual harassment prevention policy and sexual harassment training program that employers may utilize to meet the requirements of N.Y. State Labor Law §201-g. The model sexual harassment prevention policy, model sexual harassment training materials, and further guidance for employers can be found online at the following URL: https://www.ny.gov/combating-sexual-harassment-workplace/employers. Pursuant to N.Y. State Finance Law §139-l, any bid by a corporate bidder containing the certification required above shall be deemed to have been authorized by the board of directors of such bidder, and such authorization shall be deemed to include the signing and submission of such bid and the inclusion therein of such statement as the act and deed of the bidder If the bidder cannot make the required certification, such bidder shall so state and shall furnish with the bid a signed statement that sets forth in detail the reasons that the bidder cannot make the certification. After review and consideration of such statement, SUNY may reject the bid or may decide that there are sufficient reasons to accept the bid without such certification.
