Request for Qualifications - Fairhaven High School Elevator Project

Fairhaven Public Schools is seeking qualified architectural and engineering design firms to provide professional design, bidding, and construction administration services for the Elevator Modernization Project at Fairhaven High School. Conducted under Massachusetts General Laws Chapter 7C, the project involves replacing an obsolete 1999 elevator system, including the full replacement of control systems, power units, door operating equipment, and cab enclosures. The scope also includes upgrading machine room and shaft ventilation, electrical sub-panels, and ensuring full compliance with the Americans with Disabilities Act, Massachusetts Architectural Access Board regulations, and current building safety codes. The selected designer will be responsible for creating detailed construction plans and specifications, providing cost estimates and bid documents compliant with M.G.L. c. 149, and overseeing construction through final inspection and closeout. The budget for design services is capped at 80,000 dollars, with an estimated construction cost of 360,000 dollars. Statements of Qualifications are due by November 5, 2026, and will be evaluated based on technical experience and the qualifications of assigned personnel, with a preference for firms that have completed five or more similar municipal or private projects. Mandatory submission requirements include the standard Massachusetts Designer Application Form, a separate sealed fee proposal, and several statutory certifications, including certificates of non-collusion, tax compliance, and non-debarment. Additionally, the selected firm must maintain professional liability insurance of at least 1,000,000 dollars per claim or 10 percent of the estimated construction cost, whichever is greater.
