Request For Qualifications For Architects, Structural Engineers, And Surveyors For Construction

The City of Newnan, through the Newnan Urban Redevelopment Agency (NURA), is establishing a pre-qualified pool of licensed architectural, structural engineering, and land surveying firms to support the Chalk Level Area Housing Rehabilitation Program. Funded by a 4.6 million dollar Congressionally Directed Spending allocation from the FY2023 Federal Budget, the program focuses on rehabilitating owner-occupied housing and constructing new homes for families with household incomes at or below 120% of the Area Median Income for Coweta County. Selected firms will provide professional services on an as-needed basis, including site surveys, platting, structural assessments, architectural drawings, code compliance reviews, and construction phase support. Qualified firms must be licensed in the State of Georgia and demonstrate financial stability and appropriate insurance coverage. Evaluation is based on a 40-point scale prioritizing residential design experience, timeliness, financial stability, and familiarity with HUD-related programs. Compliance requirements are stringent, including adherence to the Georgia Security and Immigration Compliance Act via E-Verify, Section 3 of the HUD Act of 1968, and various federal civil rights and accessibility standards such as the ADA. Submissions must include a Statement of Qualifications, professional references, and conflict of interest disclosures, delivered to the City of Newnan. The solicitation is open-ended to accommodate ongoing program needs.
