Request for Qualifications for Capital Building and Maintenance Program Management Services for Charleston County School District

The Charleston County School District is soliciting qualifications for a Program Management Firm to oversee its Phase VI 2029-2034 Capital Building Program and Long-Term Debt Projects. The selected firm will act as the District's representative, managing approximately 1.2 billion dollars in capital construction, maintenance, IT infrastructure, and security projects over a six-year period. The scope of work encompasses the entire project lifecycle, including planning, design, construction, occupancy, and closeout, with a focus on new school construction, major renovations, site development, and district-wide safety and security enhancements. Key responsibilities include providing strategic leadership, program controls, financial management, procurement support, and stakeholder coordination. The selection process follows a two-phase technical evaluation. A minimum of three and up to five qualified firms will be interviewed, with the final award based on a combination of technical qualifications, key personnel experience, and interview performance. The top-ranked firm will negotiate a contract based on billable hourly rates or a fixed percentage of the program budget. Eligible offerors must hold a current South Carolina Construction Manager's License and a Charleston County Business License, and must comply with South Carolina’s Ethics, Government Accountability, and Campaign Reform Act of 1991. Submissions must be made online by December 2, 2026, and include a Federal Standard Form 330 and certifications regarding debarment and responsibility.
