The City of McAllen is seeking qualified firms to provide Construction Manager-at-Risk (CMAR) services for the development of a new family-oriented municipal golf course, which will expand the existing Champion Lakes Family Golf Course into a multi-use destination featuring an 18-hole, par-57 layout designed for players of all skill levels. The project includes the construction of an 8,000-square-foot control clubhouse, a 16,000-square-foot maintenance building, improved parking and access roads, drainage systems, site enhancements, and landscaping meant to elevate the visitor experience while honoring the legacy of Lorena Ochoa. This RFQ is the first step in a two-stage procurement process, where proposers must submit statements of qualifications detailing their experience, capacity, and qualifications to deliver CMAR services, not bids for construction costs. All proposals must be submitted electronically through the City’s bidding portal by August 21, 2026 at 11:00 a.m. CDT, and no hard copies or late submissions will be accepted. Firms interested in participating must register on the City’s portal to access bid documents and submit questions exclusively through the Clarifications tab. The project may involve federal funding, requiring compliance with Davis-Bacon Act, equal employment opportunity standards, and other federal regulations under 2 C.F.R. Part 200, with the selected CMAR responsible for ensuring all subcontractors adhere to these requirements. The City reserves the right to reject any or all submissions, waive procedural irregularities, and hold responses for up to 45 days before making a selection. Key NAICS categories associated with this solicitation include construction management, golf course construction, irrigation systems, and commercial building construction. All communication regarding this opportunity must be conducted through the official portal, and Gloria Ordonez, Senior Buyer, is the designated point of contact for inquiries.
