AI Contract Overview
The Town of Palm Beach is soliciting qualifications from qualified vendors to provide fence installation and repair services on an as-needed basis under RFQ No. 2026-047. The goal is to establish a pool of pre-qualified firms that can respond to specific project scopes when required, with awards going to the most efficiently priced quote. If a project involves plumbing, electrical, or structural work, applicants must hold valid licenses in those respective trades. The initial contract term runs from October 1, 2026, through September 30, 2027, with the possibility of four one-year renewals contingent on performance, budget approval, and mutual agreement, for a maximum duration of five years. All proposals must be submitted through the Euna Procurement (Bonfire) platform, and no withdrawals are permitted for 180 days after the submission deadline. A voluntary virtual pre-bid meeting is strongly encouraged for clarifications, and all questions must be submitted via the vendor messaging system before the August 13, 2026, deadline to be addressed through official addenda. The Town retains full discretion to reject any or all proposals, waive minor irregularities, and determine what constitutes best value, with sole authority resting in its judgment. Vendors are subject to Florida Statute 287.05701, which prohibits consideration of social, political, or ideological factors in determining responsibility. All communications must be directed exclusively to designated Town purchasing representatives.

Full Description
The intent of this "Request for Qualifications" is for the Town to potentially select multiple Applicant Firm(s) capable of fence installation and services specified herein. When the need arises, the Town will send a specific scope to pre-qualified firms and request quotes. If the scope should include plumbing, electrical, or structural improvements then licenses of the applicable trades will be required. Based on that scope, firms will submit their bids. The lowest price (most efficiently proposed quote) will get an award for the project.
CONTRACT TERM: The contract resulting from this RFQ will be for a one (1) year period in concurrence with the Town’s 2027 fiscal year, beginning October 1, 2026 and ending on September 30, 2027. There shall be four (4) optional one-year renewal periods, based on satisfactory performance, budget authorization and mutual agreement, for a maximum contract duration of five (5) years.
PRE-BID MEETING: A "NON-MANDATORY" Pre-Bid Meeting will be held on virtually via the Microsoft Teams meeting platform. Date/Time are specified in the "Events" section. Attendance is strongly encouraged as this will be the only forum to seek clarification directly from Project Manager and Town staff.
QUESTIONS: Any questions related to this solicitation should be submitted through this software platform using the Messages/Vendor Discussion feature. All questions received prior to the Question/RFI Deadline will be answered via Addenda. Any material questions submitted after the Question/RFI Deadline may be considered.

The Town reserves the right to reject any and all proposals, to waive non-material irregularities or technicalities and to re-advertise for all or any part of this solicitation as deemed in its best interest. The Town shall be the sole judge of its best interest.
