Pender County NC is seeking qualified engineering firms to provide comprehensive design and construction services for the renovation of the Hampstead Transfer Station, a critical facility serving residents and businesses in the rural areas of the county. The existing station, built around 1990, has become inadequate due to increased traffic and waste volumes, leading to safety concerns and deterioration of the building, concrete pad, and surrounding infrastructure. The project scope includes environmental assessments, surveying, permitting, design development, bid and award support, construction administration, and ongoing observation to ensure the facility meets current safety and operational standards. Interested firms must submit their Statements of Qualifications by October 16, 2024, adhering to specified guidelines and limits, with the opportunity to review addenda issued during the process. The contract is valued between $500,000 and $1.5 million, and firms are encouraged to include minority, women, and historically underutilized business enterprises in their responses. The project aims to modernize and expand the transfer station to accommodate future growth and ensure safe, efficient waste management services for the community.

Full Description

Pender Solid Waste operates the Transfer Station in Hampstead six days a week as a staffed, self-serve public facility where residents and businesses can drop off columns of waste for recycling or disposal. Most of Pender County is too rural for curbside pickup so the Transfer Station exists for those items which are too large for, or are in quantities large enough, to render them unacceptable at the convenience centers. The existing building was constructed in approximately 1990. Since that time, traffic and volumes have increased leading to unsafe areas for both residents and the operators. The concrete pad, metal bumper, and the building as a whole are all in need of repair. The existing building is now inadequate to accommodate the traffic brought in each day. Engineering services shall include, but not be limited to, the following:Design phase servicesEnvironmental Assessment/CE/Other required environmental evaluationsSurveying          Permitting Phase ServicesBid & Award Phase ServicesConstruction AdministrationConstruction ObservationClick here to view the full Request for Qualifications.   ADDENDUM 1 was issued October 2, 2024 and can be viewed here.  Statements of Qualifications shall be limited to 50 pages (excluding cover and tabs), and must be submitted no later than 2pm on October 16, 2024.
