REQUEST FOR QUALIFICATIONS On Call Services-Engineering and Architecture

The Albany Port District Commission (APDC) is seeking qualifications from engineering and architectural firms to establish a pre-qualified list for on-call services under solicitation 2026-07. This contract is designed to support small- to medium-scale, unexpected, and emergency projects within the Albany and Rensselaer Port Districts over a five-year term. The scope of work encompasses a broad range of technical services, including civil, structural, electrical, and environmental engineering, as well as architectural design, inspections, planning studies, and sustainability analysis. Compensation for these as-needed services will be based on time and materials with a not-to-exceed limit, and any individual job order exceeding 50,000 dollars requires Board approval. Proposals must be submitted via email to Jessica Lansing by 12:00 PM on October 16, 2026. Award selection is based on best value, with evaluation weights focusing on experience and expertise in preferred disciplines (40 percent), relevant projects (15 percent), on-call contract experience (15 percent), management approach (15 percent), and cost proposals (15 percent). Once a contract is established, specific jobs will be assigned based on consultant expertise, rates, employee availability, current workload, and compliance with M/WBE and SDVOB goals. Firms must be licensed in the State of New York and provide comprehensive certifications, including non-collusive bidding, workers compensation insurance, and disclosures regarding legal or environmental violations.
