REQUEST FOR QUALIFICATIONS On Call Services-Engineering and Architecture

The Albany Port District Commission (APDC) has issued Request for Qualifications (RFQ) 2026-07 to establish a pre-qualified list of engineering and architectural firms for on-call services. This five-year contract is designed to support small- to medium-scale, unexpected, or emergency projects within the Albany and Rensselaer Port Districts. The scope of work encompasses a broad range of technical services, including civil, structural, electrical, and environmental engineering, as well as architectural design, inspections, and the preparation of planning studies and resiliency plans. Proposals must be submitted via email to Jessica Lansing by 12:00 PM on October 16, 2026. Awards will be based on best value, with evaluation criteria focusing on the breadth and depth of experience in preferred disciplines, relevant project history, on-call contract experience, management approach, and cost proposals. Once the on-call agreement is established, individual job assignments will be awarded based on a consultant's specific expertise, rates, employee availability, current workload, and compliance with M/WBE and SDVOB goals. Compensation for these assignments will be based on time and materials with a not-to-exceed limit, and any job exceeding 50,000 dollars requires Board approval. To be considered responsive, firms must be licensed in the State of New York and submit a comprehensive package including a notarized Proposer Questionnaire and various certifications, such as non-collusive bidding and workers compensation insurance. The solicitation emphasizes strict compliance with New York State procurement laws, including lobbying restrictions and the disclosure of any prior non-responsibility determinations or serious legal and safety violations. Monthly invoicing is required for all performed services.
