Solicitation # 70Z02326Q92200026
This Request for Quotation (RFQ) is a total small business set-aside for commercial services under NAICS code 238210, supporting a Foreign Military Sales (FMS) case between the United States and El Salvador. The requirement, managed by the U.S. Coast Guard under the Department of Homeland Security, involves the provision, installation, testing, and training for communication equipment at five operational bases in El Salvador. The scope includes conducting initial site inspections and assessments to generate Condition Found Reports (CFRs), which will subsequently drive growth work for the procurement and installation of land-to-sea tactical voice communications equipment. The contract will be awarded as a single firm-fixed price purchase order. Interested vendors must submit proposals in two distinct volumes: Volume I for Technical Capability, limited to 15 pages, and Volume II for Price and Administrative Certifications. Key administrative requirements include mandatory SAM.gov registration, compliance with Defense Base Act insurance for overseas work, and adherence to strict security vetting and personnel clearance protocols via APACS. This is a Firm Fixed Price contract issued as a total small business set-aside under NAICS code 333310, with a business size standard of 1,000 employees and a Product Service Code of 6910 for training aids.
