1. General Summary of Services Required.


The U.S. Consulate General Cape Town invites qualified vendors to submit quotations for the reconnection and integration of backup generators at ten (10) official residential properties.


The contractor shall provide all labor, materials, supervision, tools, equipment, transportation, and incidentals necessary to perform the required work in accordance with the attached Scope of Work (SOW) for Reconnection of Residential Backup Generators.


Work includes, but is not limited to:


  • Conducting site assessments at each residence
  • Reconnecting existing generators to electrical distribution systems
  • Integrating generators with existing solar, battery, and municipal power systems
  • Installing required electrical components (e.g., Automatic Transfer Switches, interlocks, control systems)
  • Ensuring safe, compliant, and fully functional system operation
  • Testing and commissioning of all systems

All work must comply with applicable local electrical codes, safety standards, and Department of State requirements.


2. Contract Details. The purpose of this request for offers is to award a purchase order to the qualified vendor who provides a bid that credibly addresses the requirements identified in the scope of work attached and is the lowest priced of all technically acceptable offers. The Government may award the contract based on the initial offer without discussion.  


3. Interested Vendors.


Vendors must demonstrate:


  • At least five (5) years of experience in electrical installation, generator systems, or similar infrastructure projects
  • Completion of at least three (3) comparable projects within the past five (5) years
  • Proven experience with:
    • Generator integration
    • Electrical distribution systems
    • Automatic Transfer Switches (ATS) or equivalent systems

References are required and must be included with the quotation.


A mandatory site visit will be conducted at the residential properties on May 19, 2026, at 10:00 AM. All prospective offerors must confirm their attendance no later than May 18, 2026, at 10:00 AM.


In your email confirmation of attendance, please provide FULL NAME; ID NUMBER; CONTACT NUMBER(s) VEHICLE MAKE,MODEL AND COLOUR THAT WILL BE PARKING ON OUR PREMISES of your representatives who will be attending the site visit. Contractors who do not confirm attendance by providing the above information before the deadline will strictly not be allowed entry on the day of the site visit. Please use the below-mentioned reference in your subject line when submitting your interest in attending the site visit.


4. Proposal Submission Requirements


Offerors must submit:


  • Company profile
  • Technical approach demonstrating understanding of the SOW
  • Relevant project experience and references
  • Proposed schedule
  • Pricing (firm-fixed-price) (FAR 16.202-1)

Please note the following BEFORE submitting your offer:


  • Company profiles and bids must be submitted electronically and in English and will be reviewed for technical acceptability.
  • U.S. National Defense Authorization Act (NDAA) Section 889(a)(1)(B) - It is compulsory for the successful offeror to complete the attached “NDAA Certificate for Vendor Compliance” – Please complete page 1 and tick the applicable boxes on pages 2 and 4 and include it with your offer submission.
  • Your submission must indicate our reference number: PR15890647 - Generator Reconnection @ Various Residencies.
  • The closing date for offer submissions is 10h00 SAST on May 29, 2026
  • Submissions must be emailed to capetown_quotation@state.gov
  • As a Diplomatic Mission, we represent the U.S. Government and are unable to sign any contracts, credit applications and T’s & C’s.
  • By submitting an offer, you are agreeing to waive any terms that may contrast with the language herein  

5. Payment terms. The U.S. Consulate will make no provision for fluctuations in price or exchange rates after the order has been placed.  If your price is dependent on these fluctuations, you MUST make provision for possible increases in your offer price. Payment will be made via EFT into the company’s bank account, within 30 days of delivery of goods/services and receipt of proper Invoice, not before.  *Note: No advanced/deposit payments permitted.


6. Applicable Provisions and Clauses


The clauses applicable to this requirement are provided as an attachment titled:
