The County of Los Angeles, through its Executive Office of the Board of Supervisors, is seeking qualified contractors under the Consulting and Professional Services Master Agreement (CAPSMA) to deliver strategic advisory consulting services aimed at establishing and implementing a County Ethics Commission and Ethics Office. This engagement is designed to support the objectives outlined in Measure G by developing a governance structure grounded in best practices for public-sector ethics oversight, ensuring alignment with the County’s goals of transparency, accountability, and integrity. Interested vendors must respond to both the Request for Services (RFS CAPSMA EO-006-ETHICS) and the concurrent Request for Qualifications (RFQ) to be considered for a CAPSMA contract, with failure to submit both resulting in disqualification. The services required include comprehensive design, development, and implementation support for the Ethics Commission and Office, from structural framework to operational procedures. Vendors must submit all mandatory documentation for both the RFQ and RFS, including organizational affidavits, compliance certifications, debarment history, community business enterprise information, references, financial disclosures, and staffing and pricing schedules. Additional required forms cover contribution declarations, insurance certificates, and supplemental financial data where applicable. Submissions must be completed by the posted date of June 15, 2026, and all responses will be evaluated based on qualifications, experience, and alignment with the County’s ethical governance objectives. Point of contact for inquiries is Susanna Ponciano, reachable via email or phone provided in the solicitation. Performance of services will occur in Los Angeles, California, and vendors must be prepared to work within the County’s procurement and compliance protocols.
