Scope: The firm shall furnish all necessary labor, materials, tools, equipment, and supervision to perform the development of the CSAP in accordance with current standards for this RFQ/P and for projects that are developed during the term of the agreement. The firm shall have the resources necessary to respond to a call for services within 24 hours and to be able to complete the project in a timely manner. The firm shall have the support staff and resources needed for the completion of all tasks, or projects as defined in the specific project scope of work and agreement. Firms will be selected based on their qualifications and experience related to the scope of work. The fee proposal will be used as a secondary metric for firm selection, while primarily focusing on firm qualifications. Firm must provide detailed quotes/invoices for performance of tasks and projects in accordance with the terms set by the selected firms executed agreement with the City. The quote/invoice must include the date of the service, tasks completed, labor hours, labor rates, and itemized receipts for any procurement related to the scope of work. Failure to provide information upon request may result in termination of the agreement.
Notes: Through the U.S. Department of Transportation, Federal Highway Administration, the City of Bakersfield (City) received a Safe Streets and Roads for All (SS4A) Planning grant totaling $980,000 to undertake development of a Comprehensive Safety Action Plan (CSAP) aimed at providing guiding methodology and suggested prioritization for the City’s efforts at creating safe and reliable infrastructure for safety of pedestrians around schools and safety of seniors.
