REQUEST FOR SUPPLIER QUALIFICATION Development Consultant Services

The Metis Nation British Columbia Ministry of Housing is conducting a two-stage competitive procurement process to establish a pre-qualified roster of Development Consultants for housing projects across British Columbia. This first stage, solicitation MNBC-MOH-DCS, seeks to identify firms capable of providing expert support for projects ranging from small affordable housing to large mixed-use developments, with a current priority on the Prince George Community Hub. The scope of services is divided into core development and owner's representative services, such as pre-development due diligence, funding strategies, and regulatory approvals, as well as optional construction and close-out support. The resulting roster will be valid for three years, though inclusion does not guarantee work; instead, qualified firms will be invited in a second stage to bid on project-specific scopes of work. Evaluation of proponents is based on a weighted criteria including housing development experience (30 percent), project delivery capacity (25 percent), fee reasonableness (20 percent), cultural alignment with a Metis or Indigenous lens (15 percent), and references (10 percent). Significant preference is given to Metis-owned, Indigenous-owned, or Indigenous-partnered firms, including a ten percent price preference for competitive proposals. Qualified consultants must maintain professional liability insurance of at least 2 million dollars and commercial general liability of 5 million dollars per occurrence. Submissions must include a company profile, a declaration of conflicts of interest, and at least three Canadian project references, adhering to MNBC Procurement Policy 714.
