Request for Tender - Snow and Ice Control (SNIC) Services

The City of Cold Lake is soliciting tenders for Snow and Ice Control (SNIC) Services to be provided on an as-needed basis for a one-year initial term extending to October 31, 2027, with options for three additional one-year renewals. The scope of work involves providing skilled labor, equipment, and materials to ensure safe pedestrian and vehicle passage across approximately 50.5 kilometers of roadways, including the South Downtown District, South and North Arterials, North Lakeshore Drive, and North Cold Lake. Key responsibilities include snow and ice removal to achieve bare pavement conditions, mobilization, traffic control, and the hauling and disposal of materials at designated City snow storage facilities. All services must align with the City's Snow Removal and Winter Road Maintenance Policy, which utilizes a five-tier priority ranking system. Proponents must submit all-inclusive unit pricing in Canadian dollars via the bids&tenders electronic system by the deadline of October 15, 2026. Mandatory requirements for consideration include valid WCB certification, evidence of commercial general liability and auto insurance, and a Certificate of Recognition (COR) or Small Employer Certificate of Recognition (SECOR) for health and safety. Evaluation criteria will also focus on company experience, the qualifications of key personnel, equipment condition, and the identification of subcontractors or major suppliers. The City reserves the right to award the contract to the proposal it deems most appropriate or favorable to its interests. Financial terms include a potential 10% holdback as required by the Builders' Lien Act, with payments for the holdback issued within 35 days of final invoice acceptance.
