Request for Whitepaper - AEDC Facility Digital Twins and Predictive Analytics

The Department of the Air Force is seeking innovative solutions through a Request for Whitepapers to establish an Other Transaction Agreement under 10 U.S.C. 4022 for the Arnold Engineering Development Complex (AEDC). The primary objective is to modernize facility documentation by creating high-fidelity, as-built 3D digital twins and predictive analytics for critical test infrastructure. The program begins in Fiscal Year 2027 with an initial prototype phase focusing on the Von Karman Gas Dynamics Facility, covering approximately 260,000 square feet of footprint and 1,040,000 square feet of scan area, with plans to eventually scale to over 2.5 million square feet across the complex. Technical requirements specify engineering-grade models with a minimum Level of Detail (LOD) 350, though LOD 400 is highly desired for primary connection points. Deliverables must maintain a dimensional accuracy of +/- 1/4 inch, globally referenced to project survey control, and utilize Autodesk Revit for architectural/structural models and Autodesk Plant PDM for intelligent process models. All work must be performed within the continental United States, and performers must comply with strict cybersecurity standards, including NIST SP 800-171 and CMMC Level 2 self-assessment. The agreement is not a standard procurement contract and is not subject to the Federal Acquisition Regulation. Instead, it utilizes a milestone-based, firm-fixed price structure for the base phase. Evaluation of submissions will be based on technical merit, innovation, program management, and risk. Eligible participants must certify as small businesses or nontraditional defense contractors. The submission deadline for whitepapers is October 8, 2026, and a site visit is scheduled for September 30, 2026.
