The Joint Product Director for Advanced Detection System under the Joint Program Manager for Biological Defense is conducting market research to gather information on battery-operated, one-man portable biological identification technologies compatible with environmental aerosol samplers used by the Joint Biological Tactical Detection System. This request is not a solicitation for proposals or contract awards but seeks detailed technical data and vendor capabilities related to devices that can rapidly identify biological warfare agents such as bacteria, viruses, and toxins from liquid samples within one hour. Desired systems must demonstrate high accuracy (at least 98% correct identification and less than 2% false identifications), operate on standard military batteries for up to eight hours, be lightweight (under 37 lbs including consumables), require minimal operator training and maintenance, and support network connectivity. Other specifications include rapid setup and startup times, environmental hardening, reagent stability, built-in testing, and integrated audio/visual alarms. Vendors, both domestic and international, are invited to submit a white paper addressing their technology’s readiness level (minimum level 6), technical performance, consumables, dimensions, weight, and cost details, along with photographs of the system. Submissions are restricted to ten pages plus supplemental photos and must be provided in PDF format by July 15, 2008. Both written and electronic copies are required, with specific instructions on file naming and submission processes provided. The U.S. Army does not guarantee procurement or selection based on this information request, using it primarily to inform future phases of the Joint Biological Tactical Detection System program.
