The California Department of General Services, through the Real Estate Services Division, is soliciting qualified firms to support the Vegetation Management Program (VMP) under the Office of Natural Resources Management at Caltrans. The goal is to develop comprehensive planning tools, procedures, and implementation guidelines to modernize and standardize vegetation management across all 58 counties in California, with a focus on wildfire risk reduction, landscape health, and public safety along state highway corridors. The selected firm will create updated VMP Plans—including statewide and district-level templates—a new VMP Manual, and an ONRM Communications Strategy, replacing outdated sections of the Maintenance Manual and formalizing best practices for roles, responsibilities, and operational protocols. Work must adhere to state licensing requirements and be overseen by a licensed design professional or contractor in California. The contract has an estimated duration of five years and requires the firm to address vegetation management across diverse ecological zones within Caltrans-owned linear corridors, ensuring county-specific applicability and environmental compliance. The program is part of Caltrans’ broader Climate Action strategy to adapt to wildfire threats through strategic vegetation controls. Interested parties must submit responses by the deadline of August 6, 2026, and detailed information is available via the California eProcure portal under solicitation number 0000039779. Primary point of contact for inquiries is Sandra Gomez of the California Department of General Services.

All work shall be performed under and approved by a design professional, or contractor, licensed in the State of California. The California Department of Transportation (Caltrans) Division of Maintenance, Office of Natural Resources Management (ONRM) is the Program Manager of the Vegetation Management Program (VMP). The Division of Maintenance VMP leads Caltrans in approach and implementation of Climate Action for Wildfire Adaptation. While vegetation along state highways has traditionally been managed to ensure visibility and safety of the traveling public, Caltrans has expanded its strategic management to include vegetation management for wildfire ignition reduction and landscape health. Caltrans is seeking assistance in the development and publishing of multiple tools to include VMP Plans (template, district plans, and statewide plan), new VMP Manual, and ONRM Communications Strategy and tools. Development of the major deliverables will effectively replace the outdated Maintenance Manual, Volume 2 Chapter C-2 and E, as well as memorialize the essential functions, roles, responsibilities and best practices of the VMP Program. The selected firm will need to consider the applicability of Caltrans VMP Guidelines on a county-by-county basis at the highway corridor scale within the linear landscape owned by Caltrans across a wide range of vegetation types within all 58 counties in California. The estimated duration of this contract will be five years. Interested firms may view the RFQ on the California eProcure website (California State Contracts Register CSCR).
