The Canada Council for the Arts is seeking to procure professional services in the areas of research, evaluation and performance measurement. This specialized expertise is sought to enable the The Research, Measurement and Data Analytics (RMDA) Section to deliver high-quality, evidence-based research.
By contracting for services, the Canada Council for the Arts aims to:
1) Expand capacity and capabilities – accessing expertise for large-scale research, evaluation and performance measurement projects (e.g., national mixed-methods projects, longitudinal studies)
2) Support an open data culture/data intelligence and new methodologies –particularly for new and large data sets requiring analytics, data literacy training, and technical guidance (e.g., using data from CADAC, conducting impact analysis) and
3) Ensure agility and responsiveness – adapting quickly to emerging priorities (e.g., digital transformation, artificial intelligence, sustainability) through flexible, readily available external services.
Ultimately, procuring professional research services enables RMDA to scale its efforts efficiently, collect information from clients anonymously, and uphold rigorous standards. Research should support effective decision-making, accountability, and innovation in Canada’s arts sector and adhere to the following values and principles: decolonization, capacity building, practicality, relevance, and ethics.
The types of services RMDA seeks to procure have been classified in three broad categories:
a) Full Research Projects
The Offeror may be called upon to carry out a full research, evaluation or performance measurement projects which would involve conducting the tasks and applying the necessary methodologies throughout all phases of a project, including planning, implementation, reporting and dissemination, among others.
b) Components of Research Projects
The Offeror may be called upon to conduct one or more components of a research, evaluation or performance measurement project, as required.
c) Activities Supporting the Research Function
The Offeror may also be asked to undertake other types of research work such as but not limited to, developing tools in support of the quality assurance of the research function, preparing and reviewing reports and other documents.
This solicitation is subject to the Policy on Reciprocal Procurement. This means that only Canadian Suppliers and Suppliers of an Applicable Trading Partner, as defined below, are eligible for this solicitation. Offers submitted by Suppliers of a Non-Trading Partner will be rejected.
